About this opportunity

The City of Gallup, New Mexico is soliciting proposals from qualified Engineering, Procurement, and Construction (EPC) firms to deliver turnkey design, permitting, procurement, and construction of a new 115 kV to 13.2 kV, 30 MVA electrical substation in the Carbon Coal Road area, with proposals due September 1, 2026. The selected contractor will serve as the single point of responsibility for all project phases from initial engineering through final commissioning and startup, maintaining clear accountability for quality, budget, schedule, safety, and successful execution.

The scope encompasses engineering and design, permitting and regulatory coordination, equipment procurement, site development, civil and electrical construction, installation, testing, commissioning, startup, project management, training, and project closeout. The project is a capital improvement initiative intended to improve electric system reliability, increase system capacity, accommodate future load growth, and support economic development within the City of Gallup and surrounding service territory. A preliminary substation layout sketch is provided as design reference.

New Mexico prevailing wage requirements apply under the Public Works Minimum Wage Act (NMSA 1978, 13-4-11 through 13-4-18). Contractors must submit a Statement of Intent to Pay Prevailing Wages within three days of award and prior to construction commencement, and must complete an Affidavit of Wages Paid upon project completion certifying compliance with applicable wage rates across all trade classifications. Environmental compliance requirements include EPA Form 3510-13 environmental assessment, EPA Form 3510-9 Notice of Intent for storm water discharges under the NPDES Construction General Permit, and a Public Easement Work Permit from the City of Gallup for right-of-way and public easement activities. An NMDOT Traffic Control/Roadway Work Permit and NMDOT Indemnification and Hold Harmless Agreement are required.

The contract term runs from 2026 through 2027, with the City holding an option to renew for an additional three-year period through 2030 at mutually agreeable prices, or to continue month-to-month by written mutual consent. The contractor shall be an independent contractor and must obtain and maintain appropriate insurance, naming the City as an additional insured with statutory worker's compensation and Commercial General Liability limits. Either party may terminate for cause with fifteen days' written notice to cure, or without cause with thirty days' written notice; safety violations require correction within twenty-four hours or permit immediate termination.
