About this opportunity
The City of Long Beach is seeking a vendor to provide truck billboard installation and maintenance services for the Environmental Services Bureau, with proposals due September 5, 2024, at 11:00 a.m. PST. A 5% local-vendor preference applies to proposers maintaining a principal place of business and current business license in Long Beach.
The scope covers printing, installing, and maintaining billboards on approximately 91 existing refuse and organics collection trucks, with plans to add a minimum of 10 trucks annually. Current billboard frames measure 2.25" × 95.5" × 31.5"; vendors may propose alternative mounting systems subject to City approval. Services include monthly maintenance with panel rotation every one to two months, scheduled Monday through Friday after 3:00 p.m. or Saturday after 6:30 a.m., and turnaround from design receipt through installation not to exceed 30 days. The contractor must accommodate annual scheduling adjustments at the beginning of each contract year.
The contract will be awarded for an initial three-year term with options to renew for two additional one-year periods, not to exceed five years total. Evaluation criteria are organizational capacity and experience (30%), method of approach (40%), communications and reporting (20%), and cost reasonableness (10%). The cost proposal must itemize framework installation per truck per side, panel printing, monthly maintenance, and other associated costs. Monthly invoicing with payment within 30 days applies.
Contractor must comply with California Labor Code prevailing wage requirements and maintain $1,000,000 commercial general liability and workers' compensation insurance. For contracts valued at $100,000 or more, the Equal Benefits Ordinance applies, requiring identical domestic partner benefits as spousal benefits. An optional site walk is scheduled for July 23, 2024, at 10:00 a.m. at 2929 E Willow Street. Questions are due August 6, 2024, at 11:00 a.m. PST, with responses posted by August 20, 2024. Proposals must acknowledge receipt of Addendum Nos. 1 and 2 to avoid disqualification.
