About this opportunity
Boulder County Housing Authority (BCHA) is soliciting qualified vendors through a short-list arrangement to provide professional tree maintenance, removal, and emergency services for multiple residential and administrative properties across Boulder County, Colorado. The procurement seeks contractors capable of delivering comprehensive tree care services including pruning and trimming, tree and stump removal, tree planting and replacement, 24-hour emergency response services with a 2-hour response requirement for life-safety situations, and tree health assessments and maintenance. Services must comply with ANSI A300 tree pruning standards and ANSI Z133 safety standards, and contractors must employ ISA-certified arborists or qualified tree care professionals while maintaining all required licenses, certifications, and insurance coverage. Deliverables include work order completion reports with before-and-after photographs, monthly summary reports detailing completed services and pending issues, and emergency response reports submitted within 24 hours of completion. The contract term shall not exceed five years based on satisfactory performance, pricing, and continued need, with routine work scheduled Monday through Friday during regular business hours (8:00 AM–5:00 PM) unless otherwise approved, while emergency services must be available 24/7 including weekends and holidays. Evaluation will be based on a 100-point scoring matrix emphasizing Experience and References (40 points), Safety and Compliance (35 points), and Equipment and Technology (25 points). The solicitation was posted February 3, 2026, with proposals due February 20, 2026, and inquiries directed to procurement@bouldercounty.gov.
The short-list arrangement does not guarantee work to selected vendors; rather, projects will be assigned on a project-by-project basis contingent upon project needs and requirements. For projects valued under $10,000, BCHA may assign work to any vendor on the short list based on project needs without requiring competitive quotes, while projects valued at $10,000 or greater will require BCHA to contact all short-listed vendors with a competitive quote deadline. Contractors must maintain Commercial General Liability coverage with minimum limits of $1,000,000 each occurrence and $2,000,000 general aggregate, Workers' Compensation at statutory limits with Employer's Liability minimums of $100,000 each accident and $500,000 disease policy limit, and Professional Liability (Errors and Omissions) with minimum limits of $1,000,000 per loss and $1,000,000 aggregate, with Boulder County Housing Authority and Boulder County named as additional insureds. Post-award documentation must be submitted within three weeks from the date of award, and all work must be completed by the contract end date, with extensions requiring written amendment and potential Board approval. No specific disadvantaged enterprise set-asides or incumbent contractor information is identified in the solicitation documents. While no explicit budget range is provided in the available documentation, payment will be based on actual work performed not to exceed the specified contract amount, with monthly invoices required by the fifteenth of each month for services completed in the prior calendar month.
