About this opportunity

The City of Warren, Michigan Purchasing Division is requesting bids for tree and stump removal and tree pruning services in city parks under ITB-W-2010, with electronic bids due October 7, 2026 at 12:30 PM EST via BidNet (MITN), followed by public bid opening at 1:00 PM EST the same day via Zoom. All bidders must be Tree Care Industry Association (TCIA) Accredited Companies with certified arborists and at least one employee holding International Society of Arboriculture (ISA) certification — a mandatory capability filter.

The scope includes removal of approximately 125 total trees across eight size classifications (6 inches to 50+ inches in diameter), ten stump-grinding-only projects, and 60 trees for selective pruning. All work must be completed within 30 calendar days of receiving work orders. Bidders must visit the work sites at Butcher Park and Steinhauser Park to familiarize themselves with conditions. Unit prices must be submitted for each tree size classification, stump grinding, and pruning services, with pricing to include labor, materials, equipment, and lawn restoration where applicable.

The contract term is two years from City Council approval, with an option to extend for one additional two-year period, followed by one final term extending through August 27, 2031, all subject to mutual consent. Contractors must comply with the City's Living Wage Ordinance ($20.63 per hour without benefits or $16.50 per hour with benefits), maintain comprehensive insurance including $2 million general liability, $1 million automobile liability, statutory workers' compensation, and $2 million umbrella liability, and provide bid security of $2,500 (cashier's or bank check payable to the Treasurer of the City of Warren). Payment terms are net 45 days. Liquidated damages apply for failure to complete work within 30 days: $50 per day for days 31–45, and $100 per day thereafter. The City reserves the right to engage alternate contractors if work remains incomplete after 45 days.
