Electronic bids must be submitted through the BidNet (MITN) procurement system by 12:30 PM EST on Wednesday, October 7, 2026, with a public bid opening to occur at 1:00 PM EST the same day via Zoom. The contract term is two years from City Council approval, with an option to extend for one additional two-year period, followed by one final term extending through August 27, 2031, all subject to mutual consent. Bidders must visit the work sites (Butcher Park and Steinhauser Park) to familiarize themselves with conditions, and the City requires all work to be completed within 30 calendar days of receiving work orders unless otherwise authorized.

Bidders must submit unit prices for each tree size classification, stump grinding, and pruning services, with all pricing to include labor, materials, equipment, and lawn restoration where applicable. A bid security of $2,500.00 (cashier's or bank check made payable to the Treasurer of the City of Warren) is mandatory; bids without this security will be rejected. Successful bidders must comply with the City's Living Wage Ordinance, currently requiring $20.63 per hour without benefits or $16.50 per hour with benefits, and must obtain comprehensive insurance including $2,000,000 general liability coverage, $1,000,000 automobile liability, statutory workers' compensation, and $2,000,000 umbrella liability. All bidders must be Tree Care Industry Association (TCIA) Accredited Companies with certified arborists and at least one employee certified by the International Society of Arboriculture (ISA) on staff. Payment terms are net 45 days following receipt of itemized invoices and work verification. Liquidated damages apply for failure to complete work within 30 days ($50 per day for days 31-45, and $100 per day thereafter), and the City reserves the right to engage alternate contractors if work remains incomplete after 45 days. The contract includes provisions for emergency services and allows the City to terminate for non-compliance, inadequate performance, or at-will with 30 days' notice.
