About this opportunity
The Eastern York County Sewer Authority is soliciting sealed bids for the design and installation of a rooftop and ground-mounted solar photovoltaic system at its Wastewater Treatment Plant located at 400 Friendship Avenue, Hallam, Pennsylvania. Bids will be received online through the PennBid Program (www.PennBid.net) until 10:00 a.m. on Wednesday, April 22, 2026, with public opening and electronic reading occurring simultaneously on the same date, with results available by end of business day. The project scope includes complete design and installation of solar panels, inverters, racking systems, electrical infrastructure, site preparation, and restoration work to create a fully functional solar energy system. Bidders must provide evidence of at least five completed commercial solar projects within the past three years and must submit a comprehensive proposal including design layout renderings, equipment specifications with quantities and model numbers, system size in DC kilowatts, estimated annual energy production, manufacturer warranties for photovoltaic modules, inverters, and racking systems, workmanship warranties, operation and maintenance terms and costs, and detailed 30-year financial projections. Award will be based on the bidder whose proposal provides the best 30-year Net Present Value (NPV) using a 4% discount rate, $0.10/kWh initial electric rate with 2.5% annual escalation, and 0.5% annual system degradation, with warranty credits applied based on manufacturer warranty periods. A pre-bid conference is scheduled for Thursday, April 9, 2026, at 10:00 a.m. at the treatment plant site, with optional attendance for bidders. The contract completion timeline includes 120 days to substantial completion and 150 days to final completion following a 30-day design review and approval period after issuance of the Notice to Proceed.
This procurement is subject to the Pennsylvania Prevailing Wage Act (Act No. 442), with prevailing wage determination number 26-01133 dated February 6, 2026 applicable to all contractor work classifications. Bidders must submit a bid bond or certified check equal to 5 percent of the maximum bid amount with their proposals, and the successful contractor will be required to provide performance and payment bonds equal to the full contract price, along with comprehensive insurance coverage with minimum limits ranging from $500,000 to $2,000,000 depending on coverage type. Additionally, contractors must comply with the Public Works Employment Verification Act through E-Verify enrollment and adhere to all applicable federal, state, and local laws and regulations. No specific set-aside designations for disadvantaged enterprises or restrictions on organizational types are noted in the solicitation documents. The current facility's electrical costs indicate monthly usage of approximately 74,421 kilowatt-hours under a WGL Energy Services contract priced at $0.07559/kWh through December 2027, providing context for projected energy savings analysis and potential cost recovery. The Eastern York County Sewer Authority reserves the right to accept any bid, reject any or all bids, and to reduce project scope to meet available financing, with contract award occurring at a regularly scheduled Authority Board meeting following bid opening.
