About this file
This is a structural plans document related to a wastewater treatment plant upgrade project at the Eastern York County Sewer Authority facility located at 400 Friendship Avenue, Hallam, Pennsylvania. The solicitation seeks sealed bids for the complete design and installation of a rooftop and ground-mounted solar photovoltaic system. The project scope encompasses solar panel installation, inverters, racking systems, electrical infrastructure, site preparation, and restoration work. Bids will be received online through the PennBid Program until 10:00 a.m. on Wednesday, April 22, 2026, with public opening and electronic reading occurring simultaneously, with results available by end of business day. A pre-bid conference is scheduled for Thursday, April 9, 2026, at 10:00 a.m. at the treatment plant site; bidder attendance is optional. The contract completion timeline requires 120 days to substantial completion and 150 days to final completion following a 30-day design review and approval period after issuance of the Notice to Proceed. Award will be made at a regularly scheduled Authority Board meeting following bid opening.
Bidders must submit a bid bond or certified check equal to 5 percent of the maximum bid amount and provide evidence of at least five completed commercial solar projects within the past three years. Award will be based on the bidder whose proposal provides the best 30-year Net Present Value using a 4% discount rate, $0.10/kWh initial electric rate with 2.5% annual escalation, and 0.5% annual system degradation, with warranty credits applied based on manufacturer warranty periods. The successful contractor will be required to provide performance and payment bonds equal to the full contract price, comprehensive insurance coverage with minimum limits ranging from $500,000 to $2,000,000, and comply with the Pennsylvania Prevailing Wage Act (prevailing wage determination number 26-01133 dated February 6, 2026). Contractors must also comply with the Public Works Employment Verification Act through E-Verify enrollment. The facility's current electrical costs indicate monthly usage of approximately 74,421 kilowatt-hours under a WGL Energy Services contract at $0.07559/kWh through December 2027. The Eastern York County Sewer Authority reserves the right to accept any bid, reject any or all bids, and reduce project scope to meet available financing.
