About this file
This file is electrical plans documentation for a wastewater treatment plant upgrade project submitted by the Eastern York County Sewer Authority in York County, Pennsylvania. The document supports a sealed-bid procurement for the design and installation of a rooftop and ground-mounted solar photovoltaic system at the Authority's Wastewater Treatment Plant located at 400 Friendship Avenue, Hallam, Pennsylvania. The project scope encompasses complete design and installation of solar panels, inverters, racking systems, electrical infrastructure, site preparation, and restoration work. Sealed bids will be received online through the PennBid Program until 10:00 a.m. on Wednesday, April 22, 2026, with public opening and electronic reading occurring simultaneously. A pre-bid conference is scheduled for Thursday, April 9, 2026, at 10:00 a.m. at the treatment plant site, with optional attendance for bidders. The contract completion timeline includes a 30-day design review and approval period following issuance of the Notice to Proceed, 120 days to substantial completion, and 150 days to final completion. Contract award will occur at a regularly scheduled Authority Board meeting following bid opening.
Award will be based on the bidder whose proposal provides the best 30-year Net Present Value using a 4% discount rate, $0.10/kWh initial electric rate with 2.5% annual escalation, and 0.5% annual system degradation. Bidders must provide evidence of at least five completed commercial solar projects within the past three years and submit comprehensive proposals including design renderings, equipment specifications, system size in DC kilowatts, estimated annual energy production, manufacturer and workmanship warranties, operation and maintenance terms and costs, and detailed 30-year financial projections. A bid bond or certified check equal to 5 percent of the maximum bid amount must accompany all proposals. The successful contractor will be required to provide performance and payment bonds equal to the full contract price and comprehensive insurance coverage with minimum limits ranging from $500,000 to $2,000,000. This procurement is subject to the Pennsylvania Prevailing Wage Act (Act No. 442), with prevailing wage determination number 26-01133 dated February 6, 2026 applicable to all contractor work classifications. Contractors must comply with the Public Works Employment Verification Act through E-Verify enrollment. The current facility's electrical costs indicate monthly usage of approximately 74,421 kilowatt-hours under a WGL Energy Services contract priced at $0.07559/kWh through December 2027.
