About this file
This is a structural plan document for a Blower Building related to the Eastern York County Sewer Authority's Treatment Plant Solar Project procurement in York County, Pennsylvania. The document provides architectural and engineering details for the blower building structure at the wastewater treatment facility located at 400 Friendship Avenue, Hallam, Pennsylvania. The sealed bid solicitation for the solar photovoltaic system design and installation is open until 10:00 a.m. on Wednesday, April 22, 2026, with public bid opening and electronic reading occurring simultaneously via the PennBid Program. A pre-bid conference is scheduled for Thursday, April 9, 2026, at 10:00 a.m. at the treatment plant site, with optional attendance for bidders. The contract completion timeline requires 120 days to substantial completion and 150 days to final completion following a 30-day design and approval period after issuance of the Notice to Proceed. Award will be made at a regularly scheduled Eastern York County Sewer Authority Board meeting following bid opening.
Bidders must submit a bid bond or certified check equal to 5 percent of the maximum bid amount and provide evidence of at least five completed commercial solar projects within the past three years. Award will be based on the bidder whose proposal provides the best 30-year Net Present Value using a 4% discount rate, $0.10/kWh initial electric rate with 2.5% annual escalation, and 0.5% annual system degradation. The current facility's electrical costs are approximately 74,421 kilowatt-hours monthly at $0.07559/kWh under a WGL Energy Services contract through December 2027. The successful contractor must comply with the Pennsylvania Prevailing Wage Act (determination number 26-01133 dated February 6, 2026) and provide performance and payment bonds equal to the full contract price with comprehensive insurance coverage ranging from $500,000 to $2,000,000 depending on coverage type. Contractors must also comply with the Public Works Employment Verification Act through E-Verify enrollment. No specific set-aside designations for disadvantaged enterprises are noted, and the Authority reserves the right to accept any bid, reject any or all bids, and reduce project scope to meet available financing.
