About this opportunity

Concho Valley Transit District is requesting proposals for travel training and rider education video development services, with proposals due October 9, 2026. The estimated budget range is $110,000 to $120,000.

The scope requires development, production, and delivery of professional-quality educational videos for the thirteen-county Concho Valley region in West Texas, targeting older adults, children ages 12 and older, individuals with disabilities, low-income populations, and first-time transit users. Deliverables include project work plans; draft and final scripts with storyboards; preliminary and revised video drafts; final video files in multiple formats; Spanish-language versions of all videos; closed-caption and subtitle files in English, Spanish, and the top 50 languages; all source files and production materials; deployment assets for distribution; and a targeted outreach implementation plan. The contractor must provide all labor, supervision, equipment, materials, and creative services and must serve as the primary point of contact with monthly status meetings required throughout contract performance. The contractor must identify the number of revision cycles included in the proposed cost. Project completion is anticipated within six to twelve months of contract execution.

The contractor must demonstrate experience developing educational, instructional, or transportation-related video content, with experience working with public transit agencies and vulnerable populations highly desirable. All developed materials become the property of CVCOG and CVTD upon final acceptance and payment, with unrestricted rights to reproduce, distribute, modify, and utilize materials without additional compensation. The contractor must secure all necessary music licensing and intellectual property rights at no additional cost to CVTD and must indemnify both agencies against copyright infringement claims. All content must meet Web Content Accessibility Guidelines (WCAG) Level AA standards as a minimum.

Contractor certifications required include federal debarment and suspension compliance, Byrd Anti-Lobbying Certification, Texas House Bill 89 verification regarding Israel boycotts, non-discrimination and critical infrastructure certifications, and Section 889 covered telecommunications equipment compliance. CVTD reserves the right to increase, decrease, or negotiate funding and scope.
