About this file

This document is a Vendor Certifications and Assurances form required by the Concho Valley Council of Governments for the Travel Training and Rider Education Video Development Services contract with the Concho Valley Transit District in Texas. The form establishes mandatory certifications that contractors must complete and sign before contract award. Contractors are required to certify their compliance with federal debarment and suspension regulations, confirm they have not been convicted of fraud or criminal offenses within the preceding three years, and warrant that they will not enter into subcontracts with debarred or suspended entities. Additionally, contractors must disclose any actual, potential, or perceived conflicts of interest that could impair their objectivity in conducting business with the Council.

The document incorporates multiple state and federal compliance certifications applicable to contracts valued at $100,000 or more with ten or more full-time employees. These include the Byrd Anti-Lobbying Certification, Texas House Bill 89 verification regarding Israel boycotts, certifications confirming no business operations with Sudan, Iran, or foreign terrorist organizations, and statements verifying non-discrimination against firearm entities and energy companies. Additional certifications address child support obligation compliance, critical infrastructure foreign ownership restrictions, and Section 889 covered telecommunications equipment compliance. Contractors must also certify that all subcontractors and lower-tier participants obtain comparable debarment and suspension certifications, and must immediately notify the Council of any changes in their certification status during contract performance. False certifications may result in contract termination for default and referral to appropriate authorities.
