About this opportunity

Volusia County is requesting bids on the transport of liquid biosolids from eight county-owned wastewater treatment plants to the Southwest Regional Wastewater Treatment Facility in DeBary, Florida, under ITB 26-B-95LS, with bids due June 30, 2026 at 3:00 p.m. and questions due June 16, 2026 at 11:59 p.m. A local preference applies: a three percent discount for prime contractors located in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County; two percent for those with fifty-one percent or greater subcontractor work performed locally.

The scope encompasses routine pick-up and transport of liquid biosolids from eight treatment plants (STP-2 Deltona North, STP-7 Southeast Regional, STP-8 Halifax Plantation, STP-9 Pelican Dune, STP-10 Pine Island, New Hope Villas STP-20, the Solid Waste Transfer Station in DeLand, and SW Regional in DeBary) with estimated annual volumes ranging from 4,000 to 1.2 million gallons per facility. The contractor must respond to pick-up requests within twenty-four hours of notification and, in emergency situations (belt press failures), be on-site within forty-eight hours. On-demand services are required beyond the routine schedule. The contractor supplies all labor, materials, equipment, and vehicles; must maintain three-part sequentially numbered receipt forms signed by plant operators; and assumes liability for collected biosolids during collection, transport, and transfer, including cleanup of spills at no additional cost. Drivers must hold appropriate Commercial Driver's Licenses, and the contractor must provide photographs and equipment listings with the bid. Pricing is per-gallon for transport plus an hourly rate for emergency after-hours pump-out services.

The contract term is one year with four optional one-year renewals, contingent on mutual written agreement and County Council approval. Award is made to the lowest responsive and responsible bidder based on total estimated cost, past performance (three references from the last three years required), equipment specifications, driver qualifications, and financial stability. The contractor must maintain workers' compensation insurance with Florida statutory limits, commercial general liability of $1 million per occurrence and $2 million aggregate, and auto liability of $1 million combined single limit, with Volusia County named as additional insured. Payment terms allow forty-five business days for undisputed invoices, with one percent monthly interest on amounts unpaid after thirty days. Price redetermination is permitted once annually for documented wage, fuel, or materials increases; contractors may petition for fuel price adjustments when costs shift by ten percent or more. The contract is partially funded through Federal Emergency Management Agency assistance and requires compliance with federal provisions including Davis-Bacon Act wage requirements, Equal Employment Opportunity, and debarment certifications. A non-mandatory solicitation opening is scheduled for June 30 at 3:01 p.m. via Microsoft Teams.
