The County will select multiple highly qualified firms for a multiple-award basic contract. Consultants must be licensed professional engineers, architects, landscape architects, or surveyors registered in the State of Florida and must comply with Section 287.055 of the Florida Statutes.

Work is authorized project by project through written Task Assignments that define scope, deliverables, schedules, and compensation. The consultant is responsible for work quality, code compliance, and correction of defects.

Compensation under each Task Assignment may be fixed fee, time and materials, cost-plus-fixed-fee, or guaranteed maximum-not-to-exceed. Reimbursable expenses follow County travel policy and Florida Statutes Sections 112.061(7) and (8). No retainage is withheld. Fixed fee or guaranteed maximum contracts exceeding $150,000 require a truth-in-negotiation certificate covering wage rates and cost data.

The base term is three years, with two one-year renewals exercisable at the County's option and as mutually agreed. The County may terminate for convenience on thirty days' notice or for cause, with payment limited to work completed through the termination date and available appropriated funds.

Insurance is mandatory under Exhibit A, which sets minimum coverage for general liability, professional liability, and workers' compensation, among other types.
