1.0 SCOPE OF WORK
Volusia County is seeking a Contractor to provide routine pick-up of liquid biosolids from eight (8) County owned wastewater treatment plants and transport/transfer to the County’s Southwest Regional Wastewater Treatment Facility (SWRWTF) located in DeBary, Florida, for dewatering purposes; and to provide "on-demand" services as required. The Contractor shall provide all labor, materials, equipment, and vehicles necessary for pick-up, transport, and transfer liquid biosolids in compliance with all applicable federal, state, and local regulations.
A. Contractor shall provide pick-up and transport of liquid biosolids from the wastewater treatment plants as detailed in Exhibit III - Wastewater Treatment Plants, to the SWRWTF located at 800 DeBary Plantation Boulevard, DeBary, FL 32713.
B. It is highly recommended that each Bidder become familiar with each County site as detailed in Exhibit III - Wastewater Treatment Plants, and with SWRWTF. All site visits shall be coordinated through the Volusia County Purchasing Department.
C. Estimated quantities are provided in Exhibit IV - Sample Monthly Hauling Schedule and the estimated annual transport volumes are identified in Attachment A- Pricing. These estimates are for informational purposes only and provide no guarantee to the minimum or maximum volume of liquid biosolids to be picked up and transported for any particular period. Should actual daily requirements, volumes, and transport schedules need to be revised to meet the County's operational needs; the Contractor will be notified in writing by the County Project Manager.
D. Liquid sludge hauling is required on an emergency basis only if the belt press fails at the Southeast Regional Wastewater Treatment Plant (SRWTP). Contractor shall be required to respond and be on location within 48 hours of notification.
E. Liquid biosolids may be thickened to approximately one to two percent (1% - 2%) solids utilizing decanting methods at the Deltona North, Southeast, and Halifax Plantation wastewater treatment plants. The biosolids are not thickened at the other facilities.
F. Contractor acknowledges and agrees that time is of the essence in the pick-up and transport of liquid biosolids. All liquid biosolids transportation shall be coordinated through the Volusia County Utility Operations Treatment Division. Upon notification to the Contractor by the County Project Manager that liquid biosolids pick-up and transport is required, the Contractor shall perform said pickup and transport activities within twenty-four (24) hours of receiving notification. The Contractor shall perform all work in a manner that ensures the proper operation of the wastewater treatment plants.
G. Any failure by the Contractor to provide pick-up and transport of liquid biosolids as specified shall be considered to be a substantive breach of this Agreement and shall be cause for default at the sole discretion of the County.
H. Contractor assumes all responsibility and liability for all collected liquid biosolids during the collection, transport, and transfer processes.
1.1 Liquid Biosolids Pick-Up and Transport
A. All sludge hauling trailers provided by the Contractor shall be leak-proof and shall comply with all federal, state, and local laws, rules, and regulations.
B. Contractor shall be responsible for any spills while transporting. Spills shall be cleaned up at no additional cost to the county and in accordance with all federal, state, and local regulatory requirements.
C. The normal operating schedule for liquid biosolids pick-up and removal shall be during daylight hours Monday through Friday, unless otherwise specified by the County Project Manager. The plant operator will advise the Contractor if insufficient disposal occurs and the Contractor shall take all steps necessary to ensure continuous proper pick-up.
D. Contractor shall coordinate with individual plant operators to establish normal pickup schedules or as required for on call pick-up and transport.
1.2 Billing/Payment
A. The County shall be billed for the cost per gallon for pick-up and transport of liquid biosolids to SWRWTF.
B. Contractor shall provide, at the Contractor's expense, a three (3) part, sequentially numbered receipt form to document loads hauled. Each receipt shall note the plant site and trailer identification number. Before Contractor removes the trailer from the plant, the plant operator must sign the original receipt, which the driver shall retain. Contractor's driver shall give the second copy of the completed, signed receipt to the plant operator at the time of the next biosolids pickup. Contractor shall retain the third copy for their records.
C. At the end of each calendar month, Contractor shall submit a single invoice along with a detailed listing of the date and volume of liquid biosolids picked up and removed from each plant listed in Exhibit III - Wastewater Treatment Plants. Each invoice submitted for payment by the Contractor shall include the original signed, sequentially numbered receipts for all loads picked up. Upon submittal of each monthly invoice, the County will reconcile the original receipts and the plant operator's duplicate receipts prior to processing payment. The County shall automatically disallow any charge not accompanied by the original signed, sequentially numbered receipt.
1.3 Contractor Qualifications
A. The Contractor shall be licensed to perform the specified work in accordance with the laws of the State of Florida and local ordinances. The Contractor shall also verify that his/her Subcontractors are licensed to perform the work in accordance with the laws of the State of Florida and local ordinances.
B. Contractors' equipment shall be capable of accommodating pick-up of liquid biosolids from each of the eight (8) wastewater facilities and transfer the liquid biosolids properly to the SWRWTF. Bidders shall provide photographs and a listing of all proposed equipment to be used for these services.
C. Contractor shall ensure all drivers have the appropriate CDL license as required by the State of Florida. Licenses shall remain valid throughout the term of the Agreement resulting from this ITB.
