About this opportunity
Sacramento County Probation Department is seeking proposals for transitional housing services through a competitive Request for Proposal (RFP) process. The procurement covers annual contracts to provide interim shelter and support services for recently released probation clients across Sacramento County and San Francisco City jurisdictions. Proposers must be capable of offering transitional housing facilities with available bed space, demonstrating ability to collaborate with other potential vendors and coordinate service delivery. The RFP allows for multiple vendor awards, with each vendor required to retain majority of work responsibilities and obtain prior approval for any subcontracting arrangements. Key objectives include providing interim shelter, supporting client rehabilitation, and ensuring smooth reintegration of probation clients into the community. The proposal submission deadline is November 8, 2023, with an anticipated contract initiation date allowing for an initial three-year contract period, potentially extendable to five years based on satisfactory performance. Evaluation criteria will likely include service capacity, operational capabilities, proposed housing facilities, staff qualifications, and demonstrated experience in transitional housing services.
No specific set-aside designations or enterprise restrictions were explicitly detailed in the provided documentation. The contract does not appear to have predetermined limitations on organizational types, though vendors will need to meet comprehensive insurance requirements outlined in the Sacramento County Minimum Insurance Requirements document. Potential contractors must maintain specific insurance coverages, including General Liability ($2,000,000), Automobile Liability ($1,000,000), and Workers' Compensation insurance. While exact budget ranges were not specified, the Sample Agreement suggests reimbursement will be based on actual service fees with budgeted amounts for each service category. The Probation Department reserves the right to reallocate up to 10% of the total budget between service categories. Contractors will be required to comply with the county's Good Neighbor Policy, which includes provisions for community engagement, facility management, and operational standards. The contract's financial structure indicates potential annual values, though precise monetary ranges were not explicitly stated in the available documents.
Opportunity text
This Request for Proposal (RFP) is to establish an annual contract(s) to provide transitional housing services for the Sacramento County Probation Department. The Probation Department is not required to procure all services from any particular vendor and does not guarantee a minimum quantity of services. The Probation Department may choose to award multiple vendors and requires vendors to collaborate and coordinate with each other to meet department requirements.
Proposer may subcontract portion(s) of the work, as long as Proposer retains the majority of the work. Any subcontracting will be solely between Proposer and its subcontractor(s). Proposer will remain responsible for all work performed under this Agreement, as though Proposer performed all the work. Additionally, Proposer shall remain the sole agent dealing with the Probation Department. If subcontracting is proposed, Proposer shall provide all the relevant information about their subcontractors in responding to the RFP. Subcontracting is subject to prior approval from the Probation Department. Failure to provide the required information may result in disqualification of your proposal.
The contract(s) resulting from this RFP may be for an initial three-year period commencing with execution of the contract by the Probation Department. For reasons of economy and efficiency, the Probation Department reserves the right to extend contract(s) for two additional one-year periods, for a total of five years, upon mutual agreement. Should a contract be awarded as a result of this RFP, continuance of such a contract for the full period specified shall be contingent upon the satisfactory performance of the vendor. Continuing or un-rectifiable performance deficiencies may be cause for the County to cancel any balance of contract.
Rates quoted are firm for the initial three-year period. Thereafter, price increases are negotiable based on COLA (cost of living adjustment), CPI (Consumer Price Index) and must be acceptable to the Probation Department.
