About this opportunity

The City of Phoenix Public Transit Department is inviting sealed bids for transit vehicle decommissioning services under IFB PTD26-009, with offers due November 5, 2026 at 11:59 p.m., and a non-mandatory pre-offer conference on October 15, 2026. The Disadvantaged Business Enterprise – Neutral (DBE-N) program under 49 CFR Part 26 applies; the contractor must submit an annual Small Business Participation Plan demonstrating good faith efforts to promote small business participation through subcontractors, joint venture partners, or suppliers, tracked monthly via the City of Phoenix Certification and Compliance System (phoenix.gob2g.com).

The scope encompasses decommissioning approximately 180 forty-foot buses, 7 twenty-four-foot cutaways, and 75 twenty-foot cutaways during the initial five-year term, with similar quantities anticipated during the optional two-year extension. Services include vehicle pickup from four designated City facilities, removal of all exterior and interior identifying decals and window films, surface preparation and repainting to white to eliminate transit identification, minor body work as approved by the City, and delivery to Sierra Auctions or a City-designated updated auction site. Optional additional body work requires separate pricing and prior written approval.

The contractor must operate from a commercial facility with a paint booth accommodating up to sixty-foot buses, maintain minimum eight consecutive business hours between 6 a.m. and 6 p.m., have been in operation for a minimum of two years, and possess current Air Quality General Permits from Maricopa County. Performance occurs at four City pickup locations and the auctioneer location within the City.

The contract commences on or about February 1, 2027, for five years with one two-year extension exercisable solely at the City's discretion. All prices are firm and fixed for the initial two years; annual price increase requests thereafter require 60 days' notice and supporting documentation. Award goes to the lowest responsive and responsible offeror. Written inquiries are due October 23, 2026. Sealed offers are submitted through the City's Procurement Portal.
