About this opportunity
Cecil County, Maryland's Finance Department and Procurement Division is requesting bids on Transit & Heavy Machinery Fleet Maintenance services under IFB RFP27-007, with proposals due February 26, 2026. The County reserves the right to award to multiple vendors based on best value determination by the Procurement Manager, rather than lowest price alone.
Bidders must meet fleet maintenance certifications as specified in the Fleet_Maintenance_Certification.pdf attachment and must review the Equipment_and_Vehicle_Listing.pdf to understand the scope of transit and heavy machinery assets requiring maintenance. The County's specific fleet inventory and asset requirements are detailed in that listing and are critical for accurate pricing and operational planning.
All bidders must complete the standardized Cost_Sheet.pdf template to ensure transparent price comparison across proposals. This cost sheet establishes the compensation structure, labor rates, material costs, and other financial terms that contractors must propose for fleet maintenance services.
Bidders must submit federal certifications including a Government-Wide Debarment and Suspension form (required by the Federal Transit Administration) confirming neither the contractor nor its principals, affiliates, or first-tier subrecipients are debarred, suspended, or ineligible from federal participation, and that management has not been convicted of fraud, criminal offenses, antitrust violations, embezzlement, theft, forgery, bribery, falsification, or destruction of records within the preceding three years. Bidders must also submit a Federal Certifications Form (31 U.S.C. Section 1352 compliance) and a Certificate and Non-Collusion Statement notarized and signed by an authorized representative.
The sample contract agreement requires work completion within timeframes specified in the bid proposal, commencing upon Notice to Proceed. Time is of the essence; no additional work or materials beyond those explicitly covered will be compensated unless authorized in writing by Cecil County, except that the Department Director may issue verbal emergency orders documented in writing within twenty-four hours.
