About this opportunity
The Missouri Department of Transportation (MoDOT), procuring on behalf of the Missouri Highway and Transportation Commission (MHTC), is requesting bids on modified wide-body cutaway buses for the State Transit Program under IFB MODOT 0000000281SL,5, with bids due June 18, 2026 at 2:00 PM Central Time. Questions are due ten calendar days before the bid deadline. No pre-bid conference is scheduled.
Bidders must offer buses in two body styles—fiberglass composite and steel cage—each available in three floor plan configurations: Plan GG (raised floor, five wheelchairs, four ambulatory seats); Plan HH (flat floor, two wheelchairs, sixteen ambulatory seats); and Plan II (flat floor, two wheelchairs, twelve ambulatory seats). Current-year factory production cutaway models with General Motors or Ford 14,000 GVWR chassis are required. All vehicles must pass the Altoona Bus Test, comply with Federal Motor Vehicle Safety Standards (FMVSS), Americans with Disabilities Act (ADA) regulations, and Federal Transit Administration (FTA) Buy America requirements with minimum 70 percent domestic content. Wheelchair lifts must be rated for 1,000 pounds (with 800-pound option available); integrated barrier systems such as the BraunAbility Century 2 require documentation demonstrating equivalency to specification functional intent. Heating and cooling capacity must provide approximately 65,000 BTU capacity. Warranties cover three years on chassis and structure, five years on engine and transmission, and manufacturer warranties on add-on components.
Awards will be made separately for fiberglass composite and steel cage buses to responsive, responsible, and reliable bidders evaluated on a multiattribute methodology: 60 points for cost (per-unit FOB destination within Missouri, freight included) and 40 points for experience factors (Missouri units sold, sales volume, years in industry, delivery performance ratio). A 10 percent Buy American preference applies for domestically manufactured products. Liquidated damages are $50 per day per item for delivery failures. The contract term is three years from execution with options for two one-year renewals. Bids are submitted electronically through MissouriBUYS Powered By MOVERS or by mail (USPS, UPS, FedEx) with five-day advance notification to buyer Ashten Lorts (ashten.lorts@modot.mo.gov); email submissions are not accepted. Bidders must submit Altoona Test Reports, floor plan drawings, Buy America certifications with itemized domestic content, FMVSS 210 seat certifications, HVAC system adequacy certifications, and comprehensive warranty documentation.
