About this file
This is an Amendment 1 Questions & Answers document addressing technical specifications for the Missouri Department of Transportation (MoDOT) and Missouri Highway and Transportation Commission (MHTC) Transit - Commercial Buses Wide Body Cutaway procurement. The amendment clarifies requirements for modified wide body buses across floor plans GG, HH, and II for the State Transit Program. The contract term extends for three years from execution with two optional one-year renewals. Bidders were required to submit questions no later than ten calendar days prior to the solicitation closing date. MoDOT accepts electronic bids through MissouriBUYS Powered By MOVERS, mail delivery via USPS, UPS, or FedEx, or hard copy submissions with five days' advance notification to buyer Ashten Lorts at ashten.lorts@modot.mo.gov.
The amendment addresses two primary technical deviations from original specifications: body exterior construction and insulation materials. Regarding body exterior, MoDOT confirmed that while the steel cage must be manufactured from minimum 16-gauge metal and conform to FMVSS standards, fiberglass construction is acceptable for front and rear caps provided all FMVSS requirements are met. For insulation, MoDOT approved a deviation allowing fiberglass wool insulation as an alternative to the specified polystyrene composite, polyurethane foam, or honeycomb resin, contingent upon achieving a minimum R-value of R5 overall while remaining nontoxic and FMVSS flammable-compliant. The approved fiberglass wool insulation, with thermal resistance of R4.0 to R4.2 per inch, addresses moisture prevention, inspectability, and long-term durability concerns.

Amendment 1
| REQUIREMENT | QUESTIONS | MoDOT Response: | |
| BODY EXTERIOR | The body shall be a steel cage manufactured out of a minimum of 16-gauge metal integrally mounted to the chassis and conform structurally to FMVSS. The outside layer of the body shell shall be of a metal construction (not fiberglass) | Exterior roof and side panels are made of aluminum. The front and rear cap are made of fiberglass to allow for a greater structural flexibility while maintaining the highest safety standards. Please confirm this configuration is acceptable. | The front and rear cap can be made of fiberglass, as long as all FMVSS requirements are met. |
| INSULATION | Shall consist of a polystyrene composite placed in the ceiling and side walls with a minimum R Value of 5 and shall be nontoxic. A polyurethane-foam insulation material or 1” honeycomb resin is also acceptable if providing the same R Value as stated above. Batt insulation is not acceptable. | Micro Bird respectfully requests a deviation from the specified insulation material to allow the use of fiberglass wool insulation installed within the vehicle’s roof and side‑wall body structural bows, as well as the front and rear caps. This semi‑rigid fiberglass wool insulation provides a thermal resistance of approximately R‑4.0 to R‑4.2 per inch and is installed at a thickness sufficient to achieve a minimum overall R‑value equal to or greater than R‑5, thereby meeting the performance intent of the specification. The material is non‑toxic, manufactured with a formaldehyde‑free binder, non‑combustible, and compliant with applicable FMVSS flammability requirements, with tested flame spread and smoke development values consistent with transit safety standards. Installation within the structural bows allows secure retention, continuous insulation coverage, and avoids interference with wiring, drainage paths, or structural components. Compared to spray‑applied foam or rigid composites, this approach mitigates lifecycle risk by preventing moisture entrapment, allowing visual inspection, and enabling repair or replacement without damage to the body structure, while delivering proven long‑term thermal, acoustic, and durability performance consistent with Missouri DOT operational expectations. | MoDOT accepts the deviation from the specified insulation material to allow the use of fiberglass wool insulation installed within the vehicle’s roof and side‑wall body structural bows, as well as the front and rear caps. This semi‑rigid fiberglass wool insulation provides a thermal resistance of approximately R‑4.0 to R‑4.2 per inch and is installed at a thickness sufficient to achieve a minimum overall R‑value equal to or greater than R‑5 |
