About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are requesting bids for modified wide-body commercial buses for the State Transit Program under IFB 0000000281SL, with bids due June 18, 2026 at 2:00 p.m. Central Time. The solicitation is a multiple-award vehicle with separate awards anticipated for fiberglass composite and steel cage buses, potentially to different vendors.
Bidders must comply with Federal Transit Administration Buy America requirements, including a minimum 70 percent domestic content mandate and final assembly in the USA. All vehicles must complete current Altoona Bus Test certification and meet Federal Motor Vehicle Safety Standards (FMVSS) and Americans with Disabilities Act (ADA) compliance requirements.
The scope includes three floor plan configurations—GG (five wheelchair positions with four ambulatory passengers), HH (two permanent wheelchair positions with 16 ambulatory passenger seats), and II (two wheelchair positions with 12 ambulatory passenger seats)—available in both fiberglass composite and steel cage body styles. Chassis options are General Motors or Ford Super Duty with 14,000 GVWR. Six optional upgrades are available, including 800-pound wheelchair lift capability, overhead storage, integrated child seats, retractable wheelchair securement systems, surveillance cameras, and alternative wheelchair securement systems. Vendors must furnish comprehensive documentation at bid submission, including Altoona Test Reports, detailed floor plan drawings, ADA and FMVSS certifications, heating and cooling system specifications with certification of adequacy, Buy America pre-award information, and detailed warranty terms. Warranty coverage includes three years on chassis and vehicle structure, five years on engine and transmission, and one year on wiring.
Evaluation uses a 100-point scale: 60 points for cost (lowest responsive price) and 40 points for experience factors including Missouri sales volume over the past two years, dollar sales volume, years of relevant industry experience, and the ratio of units ordered to units delivered. Pricing must be submitted on a unit (EACH) basis FOB destination, freight prepaid, for any Missouri location.
The contract term is three years with two optional one-year renewals from the executed contract date. Liquidated damages are set at $50 per day per item for late delivery. Questions are due ten calendar days before June 18, 2026. No pre-bid conference is scheduled. Amendment 1 and Amendment 2 (Questions & Answers) address fiberglass insulation material specifications and wheelchair lift system clarifications.
