About this file
This is an Amendment 2 Questions & Answers document for a Missouri Department of Transportation (MoDOT) vehicle procurement specification that addresses clarifications on wheelchair lift bus and ambulance equipment requirements. The document contains a bidder's technical questions regarding three primary specification items: power inverter functionality, wheelchair lift barrier system (WLBS) reference standards, and integrated barrier system equivalency. MoDOT's responses provide specific guidance on implementation alternatives and acceptable product references to allow bidders to develop compliant proposals.
MoDOT clarified that the required power inverter should be OEM standard or, if unavailable, an aftermarket unit with sufficient wattage to support driver use for cell phones and portable electronics. For the wheelchair lift system, MoDOT identified LiftSentinel by BraunAbility or approved equivalents as the reference standard and requested that bidders proposing integrated barrier lift systems provide additional documentation to demonstrate functional equivalency and compliance with safety, durability, and operational reliability standards. The amendment establishes a framework for technical equivalency review while maintaining adherence to ADA and FMVSS compliance requirements.

Amendment 2
| REQUIREMENT | QUESTIONS | MoDOT Response |
| Power-Inverter : Shall be OEM Standard | Clarification Request – Power Inverter Requirement |
The specification states that the Power Inverter shall be OEM standard. However, Ford does not offer an OEM power inverter when the cutaway chassis is ordered without the passenger door, which is our standard configuration.
To address this requirement, we can propose the following alternatives for MoDOT’s consideration:
Installation of an aftermarket power inverter. If this option is acceptable, please confirm the preferred capacity: 1000 W or 2000 W.
OR
If the intent of the power inverter requirement is to supply 120 V power to the USB outlets located under the seats, please note that our standard pre‑wiring for these ports already includes power inversion suitable for 120 V use.
| Please advise which option is acceptable, or clarify the intended purpose of the power inverter requirement. | The Power Inverter in the specification is meant to be accessible to the driver for normal use for cell phones, iPads, etc. The watt should supply enough power for this type of use. If Ford does not supply an OEM Power Inverter, an aftermarket power inverter should be installed. | ||
| Definition/Reference Design | Can MoDOT please clarify whether the WLBS described corresponds to a specific commercially available system currently in service? If so, would MoDOT be able to provide: |
A reference make and moddel, and/or
| A photograph or schematic representative of the WLBS configuration being requested? | The WLBS reference make/model would be the LiftSentinel, which is made by BraunAbility or an approved equal. | ||
| Equivalency/Integrated Barrier Systems | We currently offer wheelchair lifts equipped with integrated inner and outer barrier systems (e.g., the BraunAbility Century 2), where the barrier functions are incorporated into the lift platform and operate automatically as part of the lift cycle. Provided that such a system: |
Meets or exceeds the functional intent (passenger containment, interlocks, obstruction detection, load capacity, ADA and FMVSS compliance), and Does not reduce safety, durability, or operational reliability Would MoDOT consider an integrated inner/outer barrier lift system to be an acceptable equivalent to the WLBS described in the specifications? Proposed bidder would need to provide additional documentation on the wheelchair lifts equipped with integrated inner and outer barrier systems (e.g., the BraunAbility Century 2), to determine if proposed integrated barrier systems is equivalent and or meets the specification.
