About this opportunity

The County of Orange, California, OC Public Works division is issuing a competitive Invitation for Bids (IFB) for Traffic Marking Services to support traffic control and safety initiatives across approximately 350 miles of unincorporated roadway and contracted city streets in Orange County. This is a fully electronic solicitation requiring submission through the County's eProcurement Portal, with bids due by May 29, 2026 at 2:00 PM and remaining valid for 120 days thereafter. The procurement encompasses comprehensive traffic marking services including pavement striping, traffic legends, raised pavement markers (RPMs), and related markings across white and yellow longitudinal lines, crosswalks, stop bars, curb markings, chevrons, and various traffic symbols and arrows in compliance with California Manual on Uniform Traffic Control Devices (MUTCD) standards. Bidders must submit unit pricing on a per linear foot basis for all 81 distinct line items covering different stripe widths, dash patterns, and marking types, with failure to bid on all items rendering proposals non-responsive. The initial contract term begins September 12, 2026 and runs for five calendar years with no automatic renewal unless approved by the County Board of Supervisors. Qualified contractors must possess a valid California State Contractor's License (Class A General Engineering Contractor, Class C-31 Construction Zone Traffic Control, or Class C-32 Parking and Highway Improvement), maintain comprehensive insurance coverage including general liability ($1,000,000 per occurrence) and automobile liability ($1,000,000 combined single limit), and comply with California prevailing wage requirements and Labor Code sections. Award will be made to the lowest responsive, responsible bidder, with contract execution required within seven days of notification.

The procurement offers a five percent preference deduction for certified Orange County Local Small Business (OCLSB) bidders during evaluation; however, Disabled Veteran Business Enterprise (DVBE) preference does not apply to public works projects under this solicitation. All materials must comply with state specifications including waterborne acrylic traffic paint conforming to Caltrans standards and glass beads meeting State Specification 8010-004. Contractors must provide valid W-9 forms, DUNS numbers, and UEI numbers prior to contract award and are required to submit performance and labor/material payment bonds with amounts to be determined based on the contract price. No price increases are permitted during the first contract year; thereafter, increases require 180 days' advance written notice and documented proof of cost increases, with no retroactive adjustments allowed. The contract is structured as a firm fixed-fee contract with a maximum total amount not to exceed $1,000,000 across the five-year term. The County will enforce prevailing wage compliance and workers' compensation requirements, with violations subject to investigation by the Orange County District Attorney's Office Public Works Unit, which has demonstrated active enforcement resulting in criminal prosecution, significant penalties, and imprisonment for violators.
