About this opportunity

The Orange County Transportation Authority is soliciting proposals for traffic data collection and analysis services to update the 2027 Congestion Management Program, with proposals due September 3, 2026 under RFP 250415.

The scope requires turning movement counts at all 101 CMP intersections across Orange County conducted over three separate days in winter/spring 2027 (excluding March 22–April 2 and before May 23); 48-hour pedestrian, bicycle, and e-scooter counts at 20 designated locations in October 2027; 24-hour mid-block Average Daily Traffic (ADT) counts at 50 segments; supplemental turning movement counts at a minimum of 46 locations using traditional methods or 20 using Big Data by November 2027; 32 travel time runs on I-5 between Jeffrey Road and Rosecrans Avenue; 24-hour freeway mainline and connector counts at six segments; and comparative analyses of Big Data versus manual counts for 40 intersections and 10 mid-block segments. All data must be collected mid-week (Tuesday–Thursday) and compiled in Universal Traffic Data Format (UTDF) version 6.0, NDS/Southland Car Counters Excel format, OCTA ITM format, and OCTA Segment Count format. A qualified traffic engineer must perform quality control checks and comparisons against 2025 CMP counts; Intersection Capacity Utilization (ICU) values must be calculated using OCTA's ROADS database. Recounts are required at no additional cost when data appears unreasonable. Geometric diagrams, updated lane configurations, and aerial photography must be prepared from 2025 materials.

All project work, including final submission, must be completed by December 19, 2027. Key deliverable dates include a count schedule within two weeks of kickoff, a 2027 versus 2025 CMP comparison memorandum by May 1, 2027, and comprehensive turning movement data, diagrams, and ICU summaries by May 15, 2027 (except recounted locations). The estimated project cost is $220,000. Proposers must submit firm-fixed prices for eleven distinct task categories and commit to a minimum offer firm period of 120 days. Health, safety, and environmental compliance per Authority standards is mandatory. All work must comply with applicable federal, state, and local regulations; contractor bears sole responsibility for hazard identification and safe work planning, with non-compliance potentially resulting in work suspension or contract termination.
