About this file

This is a Level 1 Health, Safety and Environmental Specifications exhibit (Exhibit D) for RFP 250415, applicable to a California state or local transit authority conducting traffic data collection work. The document establishes mandatory health, safety, and environmental compliance requirements that the contractor, all subcontractors, suppliers, and employees must follow throughout the project duration. The specifications cover general HSE requirements aligned with Authority standards, project site requirements, and applicable bus yard and rail safety rules. The contractor bears sole responsibility for identifying hazards, implementing appropriate controls, and ensuring safe work planning and execution. Non-compliance with these specifications, repeated unsafe acts, serious safety violations, or disregard for worker and environmental protection may result in corrective action ranging from suspension of work to site removal or contract termination at the Authority's discretion.

The document requires contractors to develop, implement, and maintain all federally, state, and locally mandated health, safety, and environmental regulatory programs applicable to the work. The contractor must provide immediate notification to the Authority's designated representative of any incidents including property damage, Cal/OSHA reportable or recordable injuries and illnesses, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and visits or inspections by outside regulatory agencies. Verbal notification must be followed by a written preliminary incident report submitted to the Authority's Project Manager within 24 hours. Serious injuries, significant incidents, recordable injuries or illnesses, or substantial near-miss events may require formal incident investigation and review as directed by the Authority.
