About this file
This is a Scope of Work Verification form for the Traffic Data Collection Update for the 2027 Congestion Management Program (CMP) in California, prepared by the Planning Department with requisition number 002203. The scope of work document (FA-CAMM-071.docm) outlines the requirements for collecting traffic data across all 101 CMP intersections to support level-of-service analysis updates and physical attribute assessments, with supplemental traffic data collection also specified. The form establishes that the Project Manager and Department Manager/Director/Executive Director must certify the scope of work through one of two certification options, with the document dated for submission on July 9, 2026.
The verification form requires certification that the attached scope of work and specifications were independently prepared to invite competition and do not include brand name references, unreasonable restrictions, or vendor favoritism. Alternatively, if brand name or equal descriptions are included, the certification must document that such specifications were determined to be impractical or uneconomical per FTA Circular 4220.1F, with clear identification of specific features and salient characteristics that equal proposals must meet. The form emphasizes adherence to general procurement rules requiring clear and concise scopes of work, identification of optional items, use of industry and government standards where suitable, and prohibition of consultants from writing or assisting in the development of scopes of work in which they may bid.

SCOPE OF WORK VERIFICATION
This Form Must Be Submitted with Scope of Work (SOW)
FA-CAMM-071.docm (05/16/16) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
