Louisville Metro Public Works is procuring an Invitation for Bids (IFB260215) for the installation of traffic calming vertical deflection devices, including speed humps, speed tables, and raised pedestrian crossings on Metro-owned roadways within Jefferson County, Kentucky. The scope of work encompasses all labor, materials, equipment, and incidentals necessary for installation on existing roadways, with all devices required to meet ADA standards and Institute of Transportation Engineers specifications in compliance with current MUTCD guidelines and Louisville Metro's Neighborhood Traffic Calming Program guidelines. This is a unit pricing contract allowing Metro to award work on an ongoing basis as project needs arise, with individual work orders not exceeding $50,000 per occurrence. Qualified contractors must obtain Commercial General Liability insurance with a $1,000,000 Combined Single Limit and Workers' Compensation at statutory limits prior to commencing work, and all workers must comply with safety standards including high-visibility apparel meeting ANSI/ISEA 107 performance requirements. Traffic control operations are limited to 9:00 a.m. to 3:00 p.m. unless otherwise approved, work is warranted for three years from final completion, and contractors must provide weekly and monthly schedules while attending regularly scheduled project meetings. Questions must be submitted by May 7, 2026, and sealed bids are due by 3:00 p.m. EST on May 14, 2026, submitted through the Metro Government's web-based Bonfire portal, with bid prices remaining firm for six months following the bid closing date. Award will be based on the lowest responsive and responsible bid price, and Metro reserves the right to award work to primary, secondary, and tertiary contractors as needed.

The procurement includes established affirmative action requirements with minimum utilization goals of 15% for certified minority-owned businesses (MBE), 5% for certified female-owned businesses (FBE), and 0.5% for certified handicapped-owned businesses (DIBE/HBE), with bidders required to submit complete Good Faith Efforts documentation demonstrating solicitation attempts to minority, female, and historically underutilized business enterprises. Bidders must complete the Vendor Information form, W-9 tax identification form, GFE-1 and GFE-2 subcontractor documentation, Acknowledgements & Preference Application, and Policy Certifications regarding ban-the-box hiring practices. Local vendor preferences and minimum wage preferences offer 5% bid reductions when qualifications are met; bidders may certify local vendor status under Louisville Metro Code Section 37.03 or minimum wage business status if all full-time employees are paid at least $10.10 per hour. Based on historical performance, Louisville Metro Public Works completed 134 devices over 39 projects in Fiscal Year 24 and 141 devices over 39 projects valued at approximately $662,000 in Fiscal Year 25, with similar investment expected in the coming year and potential for additional investment as additional funding sources become available.
