About this opportunity

The Town of Middletown, located in Rhode Island's Providence County, is issuing a Request for Qualifications (RFQ) for Project Management, Construction Management, and Owner's Representative services for the Middletown Public Library Renovation project. The procurement seeks a qualified firm to assist with planning, programming, and preliminary design for relocating the library to 110 Enterprise Center, addressing current facility limitations and creating modernized community spaces. Proposers must demonstrate expertise in municipal project management, with specific capabilities in architect selection, program development, cost estimating, value engineering, scheduling, and procurement planning. The evaluation criteria will focus on firm qualifications, experience with similar municipal projects, personnel expertise, and ability to manage complex renovation initiatives. Key submission details include a mandatory pre-proposal meeting on December 10, 2024, at 2:00 pm, with proposals due by 10:00 am on December 20, 2024. The selected firm will be expected to complete the project within two years, with potential renovation commencement approximately six months after the selection process. Proposers are required to provide comprehensive documentation demonstrating their capabilities in managing complex municipal renovation projects.

The RFQ includes a goal of 15% participation from Minority and Women-owned Business Enterprises (MBE/WBE), indicating a commitment to diverse contractor involvement. The preliminary estimated project budget is seven million dollars, covering preconstruction, construction, and project closeout phases, with final budget approval to be determined by the Town Council during the preconstruction phase. Proposers must meet stringent insurance requirements, including Workers' Compensation, Comprehensive General Liability, Professional Liability, and Automobile Liability insurance with specific coverage limits. No site visits will be permitted, and initial submissions should not include cost proposals or identify a specific architect. The Town reserves the right to negotiate further services with the selected proposer for subsequent project phases, contingent upon approval from the Library Building Committee. Proposals will remain valid for ninety days after submission, and the contract will be awarded through competitive negotiations considering factors such as project management experience, cost management skills, and innovative problem-solving capabilities. The project will adhere to prevailing wage laws and follows standard municipal procurement guidelines.
