About this file
Addendum No. 1 for MIDD-025-002 is issued by the Town of Middletown, Rhode Island, for the Library Renovation Project Management/Construction Manager/Owner's Representative solicitation. The addendum clarifies that this is a Request for Qualifications (RFQ) focused solely on evaluating proposers' expertise for preconstruction services, including assisting the town in hiring an architect. Proposals are due on December 20, 2024, and will remain firm for ninety days. The project involves renovating and relocating the Middletown Public Library to 110 Enterprise Center, with an expectation of transitioning to the new location within two years. No site visits will be permitted, and proposers are not required to submit cost proposals or identify an architect in their initial submission.
The preliminary estimated budget for the project is seven million dollars, covering preconstruction, construction, and project closeout phases. The Town Council will ultimately approve the final budget during the preconstruction phase. The addendum specifies detailed insurance requirements, including Workers' Compensation, Comprehensive General Liability, Professional Liability, and Automobile Liability insurance with specific coverage limits. The town reserves the right to negotiate further services with the selected proposer for subsequent project phases, contingent upon approval from the Library Building Committee. A link to the Library's Building Program and Executive Summary from December 2024 is provided, and potential proposers are advised that there are currently no known conservation requirements for the project.

In response to questions received during the Pre-Proposal Meeting on December 10, 2024 and received during the Question/Comment Period which ended on December 13, 2024, the following
Revisions and Clarifications have been prepared and represent Addendum No. 1. This addendum must be acknowledged in the proposal submission. Failure to do so may result in disqualification.
1. Clarification: Upon further review, this solicitation will be conducted strictly as a Request for

Town will initially evaluate proposer responses based on their ability to provide the specified preconstruction services, including assisting the Town in hiring an architect, as detailed in the
RFQ. The Town reserves the right to negotiate with the selected proposer for the remaining phases as outlined in the original RFQ (construction management and construction supervision and closeout services) at a later date, contingent upon the approval of the project scope and budget by the Library Building Committee.
