The procurement requires a contractor capable of providing 24/7 towing, recovery, vehicle storage, and roadside assistance services, with specific requirements including towing vehicles identified as stolen, involved in criminal activity, improperly parked, abandoned, or unrelated to campus business. Evaluation criteria will assess vendors across multiple dimensions, including experience (20 points), pricing (20 points), methodology/approach (5 points), daily staffing (15 points), response times (10 points), proximity and responsiveness (10 points), driver qualifications (10 points), and compliance with California Highway Patrol Tow Service Agreement (10 points). Key procurement dates include a mandatory pre-proposal Zoom meeting on September 3, 2025, at 10:00 am, a Request for Information due by September 10, 2025, at 2:00 pm, and proposal submissions due September 26, 2025, at 2:00 pm. The college anticipates making a contract recommendation on November 19, 2025, with a projected contract start date of December 1, 2025, and an estimated contract term of five years.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must register with OpenGov and subscribe to Mt. SAC notifications to participate, with only vendors attending the mandatory pre-proposal meeting eligible to submit proposals. The contract requires the selected contractor to maintain comprehensive insurance coverage, including commercial general liability of at least $1 million per occurrence, employer's liability, and automobile liability. While specific budget ranges are not detailed, the pricing proposal includes unit pricing for various towing scenarios such as basic tows, flatbed tows, heavy-duty tows, motorcycle tows, and different storage options. The Basic Services Agreement template indicates that total compensation will be determined and inserted when the agreement is finalized, with payment processed on a net 30-day basis following satisfactory work completion. The final contract will require approval from the District's Board of Trustees to become valid and enforceable.

Update #2 · Latest ·

The Probation Department desires to secure a future agreement with a service provider experienced in the delivery of counseling and trauma-therapy services to law enforcement personnel.

The Proposer may subcontract portion(s) of the work, as long as Proposer retains the majority of the work. Any subcontracting will be solely between Proposer and its subcontractor(s). Proposer will remain responsible for all work performed under the awarded agreement, as though Proposer performed all the work. Additionally, Proposer shall remain the sole agent dealing with the Probation Department. If subcontracting is proposed, Proposer shall provide all the relevant information about their subcontractors in responding to the RFP. Subcontracting is subject to prior approval from the Probation Department. Failure to provide the required information may result in disqualification of your proposal.

The contract(s) resulting from this RFP may be for an initial three-year period commencing with execution of the contract by the Probation Department. For reasons of economy and efficiency, the Probation Department reserves the right to extend contract(s) for two additional one-year periods, for a total of five years, upon mutual agreement. Should a contract be awarded as a result of this RFP, continuance of such a contract for the full period specified shall be contingent upon the satisfactory performance of the Proposer. Continuing or un-rectifiable performance deficiencies may cause the County to cancel any balance of contract.

Rates quoted are firm for the initial three-year period. Thereafter, price increases are negotiable based on COLA (cost of living adjustment), CPI (Consumer Price Index), and must be acceptable to the Probation Department. All requests for price increases must be accompanied by a formal letter of justification no less than ninety (90) days before the expiration date of the contract. Increases to the maximum agreement amount must be submitted and accompanied by a formal letter of justification no less than six (6) months before the expiration date of the contract.
