About this file
This is a Technical Specifications document (Exhibit E) for the Tomoka Landfill Roadway Improvement and Scale Addition project in Florida. The project encompasses three primary components: landfill access road construction, installation of an additional scale and bypass lane, and perimeter road pavement work. The specifications establish detailed technical requirements for materials, construction methods, and quality standards to be met by the contractor. The document provides comprehensive guidance on roadway design, pavement specifications, drainage systems, and installation procedures necessary to complete the landfill facility improvements.
The technical specifications detail material standards, including asphalt and concrete requirements, subgrade preparation protocols, and compaction standards that contractors must adhere to during execution. The document outlines quality assurance measures, testing requirements, and compliance criteria for all construction activities. These specifications serve as binding requirements that successful bidders must follow throughout project implementation, ensuring consistency with Florida standards and the project's overall design intent for improving access and operational capacity at the Tomoka Landfill facility.

Prices and/or the Lump Sum Price bid.
E. The quotations for the various Items of WORK are intended to establish a total price for completing the WORK in its entirety. Should the CONTRACTOR feel the cost for any Item of WORK has not been established by the CONTRACTOR'S Bid Form, the CONTRACTOR shall include the cost for that WORK in some other applicable Bid Item, so that the
01025-2
CONTRACTOR'S proposal for the PROJECT does reflect his total price for completing the
WORK in its entirety.
F. All estimated quantities stipulated on the CONTRACTOR'S Bid Form are approximate and are to be used only:
1. As a basis for estimating the probable cost of the WORK, and
2. For the purpose of comparing the Bids submitted for the WORK. The actual amount of WORK done and materials under Unit Price Items may differ from the estimated quantities. The basis of payment for WORK and materials will be the actual amount of WORK done and materials furnished unless it exceeds the estimated quantities in which case a change order must be approved prior to the WORK being conducted for quantities exceeding the estimated quantity.
G. The CONTRACTOR shall field verify all quantities and dimensions shown on the
CONTRACT DRAWINGS or contained in the SPECIFICATIONS.
H. The CONTRACTOR shall be responsible for establishing contracts with its subcontractors, which have a measurement and payment in accordance with this Section. If the
CONTRACTOR establishes a contract with its subcontractors, which is in conflict with this
Section, any additional cost incurred will be borne by the CONTRACTOR.
I. Restoration is not a separate Bid Item but is considered to be an integral part of the
WORK under the CONTRACT DOCUMENTS, and all Bid prices include the cost of restoration necessitated by the WORK related to that Bid Item. Restoration includes existing structure and property, paving, stabilized roads, drainage piping and ditches, catch basins, head walls, yard culverts, driveways, lawns and ground areas, walkways, and irrigation systems, which are altered, removed or damaged during construction.

1.2 GENERAL
A. The following paragraphs describe measurement of and payment for the WORK to be done under the respective itemized Bid Items listed for the PROJECT.
B. Each Lump Sum and Unit Price stated in the Bid shall constitute full compensation for all labor, equipment, and materials necessary and required to complete all WORK specified under that particular Item including cleanup and all costs for doing related WORK as set forth in the CONTRACT DOCUMENTS, SPECIFICATIONS and/or on the CONTRACT
DRAWINGS or implied in carrying out their intent.
C. A preliminary Schedule of Values shall be submitted at the pre-construction conference.
A full Schedule of Values shall be submitted and accepted before construction begins..
01025-3
The Schedule of Values shall be based on the prices bid in the Bid Schedule(s). Prices bid in the Bid Schedule(s) cannot be changed in the Schedule of Values; they can only be broken down into more detail so the ENGINEER can more accurately review and approve the CONTRACTOR'S pay applications for the completed WORK.
D. For lump-sum items, payments shall be made to the CONTRACTOR in accordance with an accepted Schedule of Values on the basis of actual WORK completed and accepted by the OWNER at the final completion of the PROJECT.
1.3 COMPUTATION OF QUANTITIES
A. Measurement of quantities expressed as area shall be based upon a horizontal, planimetric projection to the WORK limits as determined by survey Record Drawings prepared by a SURVEYOR. The cost of surveying shall be paid by the CONTRACTOR and incorporated into Bid Items, as appropriate.
B. Measurement of linear Items will be for quantities actually field installed to the specified
WORK limits, based upon surveyed stations recorded along the straight or curved centerline of each respective Item. Measurement conducted by survey is to be conducted by the CONTRACTOR'S approved SURVEYOR.
C. Measurement of quantities expressed as volume will be based upon a neat plan line projection to the WORK limits (planimetric measure) as determined by survey Record
Drawings for each Item, with no additional allowances for shrinkage, swelling, or creep.
Quantities expressed as volume will be in-place volumes to the dimensions indicated on the CONTRACT DRAWINGS. The cost of surveying shall be paid by the CONTRACTOR, and incorporated into Bid Items, as appropriate.
D. Payment will be made to the limits as specified in the CONTRACT DOCUMENTS. If the constructed limits are less than the specified limit, payment will be made to the actual limits of construction as shown on the Record Drawings. Payment for quantities that exceed the specified CONTRACT limits will only be made with the approval of the OWNER and ENGINEER with acceptable supporting documentation from the CONTRACTOR.
Payment for quantities that exceed the Bid Items quantities can only be obtained through an approved Change Order.
E. No partial payments shall be made for the installation of Items which have not been tested and approved by the ENGINEER.
F. Partial payment will be made for material delivered to the site and adequately stored and protected until installation. Materials will be paid for at direct cost plus shipping upon presentation of a valid receipt of bill with the payment request. All such requests must have material quantities verified by the ENGINEER prior to payment. Conditions for payment of stockpile of material will be discussed during the pre-construction meeting. At a minimum, the materials must have an approved Shop Drawing and or
MANUFACTURER’S materials certification.
G. Payment will be made monthly until completion of each Unit Price Item and or Lump Sum cost based on quantity completed by the CONTRACTOR and verified by the ENGINEER.
Final payment will be based on quantity calculated from Record Drawings prepared by a
SURVEYOR and confirmed by field measurement by the ENGINEER.
01025-4
H. Payment for Lump Sum Items will be made as described for each individual Lump Sum
Bid Item. The CONTRACTOR shall not rely on the estimated quantities provided but shall instead estimate all quantities for the Item independently for the basis of their Bid. No claim shall be made by the CONTRACTOR for deviations between the CONTRACTOR'S estimated quantity and the ENGINEER'S estimated quantity including the quantity required to complete the WORK. The CONTRACTOR shall base their Bid solely on the
CONTRACTOR'S independently estimated quantity.
I. If the CONTRACTOR needs to use the scales located at the facility for any means, the
CONTRACTOR shall select either off-road or on-road vehicles that can access the scales with dimensions and specifications as directed by the OWNER. The CONTRACTOR shall coordinate with the OWNER regarding the actual trucks proposed for the PROJECT and confirm the suitability of the truck to be able to be weighed on the scales. A load count for bases of billing, without an average unit weight obtained from tonnages recorded through the scales for the pay items requiring tonnage across the scale for payment, will not be accepted.
1.4 VARIATIONS IN ESTIMATED QUANTITIES
A. The quantities provided in the CONTRACT DOCUMENTS are approximate only and are given as a basis for the uniform comparison of Bids. The OWNER does not expressly or by implication agree that the actual amount of WORK will correspond therewith.
B. The CONTRACTOR must provide, for Unit Price WORK, a proposed price determined on the basis of estimated quantities required for each Item. The estimated quantities of
Items are not guaranteed and are solely for the purpose of comparing Bids. Each such unit will be deemed to include an amount for overhead, profit, and indirect costs for each separately defined Item.
1.5 BID FORM
A. The CONTRACTOR'S Bid Form for the Items contained within this Section can be found in the CONTRACT DOCUMENTS.
B. The descriptions provided in the following paragraphs are to be used by the Bidder in preparing the Bid Schedule(s). They generally indicate how the major WORK scope items and their respective costs are to be separated into the line items listed in the Bid
Schedule(s). These descriptions are not fully representative nor all-inclusive of the WORK required to complete the PROJECT in accordance with the CONTRACT DOCUMENTS. It is the Bidder’s responsibility to include all required costs within the most appropriate line item(s).
