About this opportunity

The Michigan Department of Technology, Management, and Budget's State Budget Office (SBO) is soliciting analytical support services for Medicaid cost containment and policy analysis under Direct Solicitation 260000000043, with proposals due September 18, 2026 at 3:00 p.m. Eastern and bidder questions due September 8, 2026. This procurement flows through the Statewide Operational Consulting Services Tier-Two program and will be executed under one of several pre-qualified Tier-Two contracts (Nos. 250000000415–250000000446); vendors must already hold a qualifying Tier-Two agreement to be eligible.

The contractor will provide ongoing consulting services supporting the State Budget Office and Department of Health and Human Services on Medicaid program analysis, federal policy impact assessment, actuarial analysis, and budget and policy research. Primary deliverables include project work plans, performance metrics, recommendations for program improvements, risk assessment, data analysis, strategic planning facilitation, and technical writing support. The contractor must generate original analysis using the Transformed Medicaid Statistical Information System (T-MSIS), demonstrate substantial expertise in Federal and State Medicaid policy and Michigan's Medicaid administration, and maintain familiarity with the state appropriations process. Key personnel must be available on-site upon request and respond to State inquiries within 48 hours. The contract term is two years with two optional 6-month extensions. A kick-off meeting is required within 30 days of contract effectiveness, followed by weekly, monthly, or quarterly meetings tied to the state budget calendar and federal law changes.

Evaluation is weighted entirely on technical factors (100 points): experience with the State Budget Office and Health and Human Services within the last five years (25 points); experience with the Michigan Department of Health and Human Services (25 points); demonstrated understanding of Michigan Medicaid programs (25 points); and demonstrated ability to assess how federal policy changes impact Michigan's Medicaid program (25 points). Proposals scoring 80 or more technical points advance to pricing evaluation. The State reserves the right to negotiate with one or more bidders and award multiple optional-use contracts. Contracts valued at $250,000 or greater require State Administrative Board approval. Bidders must submit all materials electronically through www.michigan.gov/SIGMAVSS in modifiable native format by September 18. Answers to bidder questions will be posted by September 10. All proposals become public record immediately upon receipt under Michigan's Freedom of Information Act.
