About this opportunity

The Texas Health and Human Services Commission is requesting bids for DynaTouch Touch Information Presentation Software (TIPS) Kiosk Software Services, including cloud-based kiosk management software and end-user support renewal, under IFB HHS0017489, with bids due July 31, 2026, at 10:30 AM Central Time and a questions deadline of July 22, 2026.

Bidders must demonstrate a minimum of five years of relevant experience with similar kiosk software management services and submit three verifiable references for contracts of similar size and scope completed within the last five years. The software solution manages web-enabled content and applications on unattended public access kiosks, tablets, and workstations. Services will be performed Monday through Friday, 8:00 AM to 5:00 PM Central Time, at Winters C Building, 701 W 51st Street, Austin, Texas, with a required four-hour response time to service calls and one-hour response time for emergencies.

The historical monetary value for the same or similar services is $150,910.01 for a one-year period, provided as a guideline only. The initial contract term runs September 1, 2026, through August 31, 2027, with two optional one-year renewal periods (through August 31, 2028, and August 31, 2029) and one additional extension option of up to one year. Pricing must be firm and fixed, submitted on Exhibit C, and include all labor, equipment, materials, and supplies. Price adjustments are permitted only at HHSC's sole discretion based on Consumer Price Index formula or federal minimum wage increases with supporting documentation.

Contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability with $1,000,000 per occurrence limits, commercial automobile liability, professional liability of $1,000,000, and umbrella liability of $1,000,000. Bidders must submit completed Exhibit A HHS Solicitation Affirmations, Exhibit D Bidder Reference Qualification Form, and Exhibit C Pricing Sheet. A HUB Subcontracting Plan is encouraged but not required. Both HHSC and the Department of State Health Services are entitled to use any contract awarded. HHSC will evaluate based on ability to meet specifications, performance delivery requirements, and price, reserving the right to award to the bidder providing best value rather than lowest price. Responses to questions will be posted July 27, 2026. Electronic submission is available through the HHS Online Bid Room; in-person submission is accepted at PCS, 1100 W. 49th Street, Austin, Texas.
