About this opportunity
The Town of Berlin, Connecticut, issued Request for Proposal #2025-05 on August 7, 2025, for comprehensive sand bunker restoration services at Timberlin Golf Course in Hartford County. This project involves the renovation of sand bunkers across all eighteen holes, with deliverables including the rebuilding or construction of fifty-one sand bunkers (thirty of which are greenside bunkers), elimination of ten existing bunkers, installation of 1,515 linear feet of non-perforated and 200 linear feet of perforated drainage pipe, sodding of 120,000 square feet with tall fescue turf and 1,000 square feet with bentgrass, placement of 1,400 tons of bunker sand, and relocation and adjustment of fifty-five Hunter I-20 irrigation heads. Key project objectives include modernizing bunker drainage systems with capillary concrete liners, installing catch basins and gravel sumps on specific holes, and completing all work to specifications prepared by Golf Design Unlimited. Construction must commence in Fall 2025 and be completed before Memorial Day 2026, with work required to finish within thirty-five days of the start date. Contractor qualifications are mandatory and stringent, requiring a minimum of five years of golf course construction experience and documented completion of at least forty capillary concrete sand bunkers within the past three years, along with demonstrated expertise in capillary concrete liner installation. A mandatory pre-proposal meeting was scheduled for August 14, 2025, with written questions due by August 15, 2025, and proposals due August 21, 2025, at 2:00 PM. Proposals must be submitted electronically through the Town's e-procurement portal, and the Town reserves the right to award to the lowest qualified and responsible bidder based on demonstrated capability and project experience.
This is a prevailing wage project with no disclosed set-aside designations or restrictions limiting organizational eligibility based on disadvantaged enterprise status. The successful contractor must secure general liability insurance with minimum coverage of $1,000,000 and provide both payment and performance bonds. Upon award, the contractor will receive a tax-exempt certificate exempting them from sales tax on materials and services. No incumbent vendors or current contractors are identified in the procurement documents, though the contractor must coordinate with existing infrastructure and irrigation systems at the golf course. The project includes add/alternate items for optional drainage work and additional fairway sod installation totaling 53,000 square feet on holes 3, 11, 16, and 18, which may be authorized at Timberlin Golf Course's discretion. No specific budget range or award value is disclosed in the available procurement documents, though payment terms specify full compensation upon project completion with no upfront payments required from the Town.
Opportunity text
This project involves the renovation of sand bunkers on all eighteen holes. There will be a total of fifty-one (51) sand bunkers rebuilt or new. Thirty (30) of the 51 are greenside sand bunkers. Ten sand bunkers will be eliminated and one sand bunker will be made into two as well as two sand bunkers on one hole will be made into one. Most sand bunkers are being restored at their present locations. Some sand bunkers are being shifted and/or enlarged and will require the Hunter I-20 heads to be re-used and adjusted. Some sand bunkers will need fill hauled and placed as they are being made smaller in size. Additional drainage is indicated on certain holes (example #8 & #11). There is an add/alternate for additional drainage and fairway sod at the discretion of Timberlin GC and will be authorized only in writing if deemed necessary.
