About this opportunity

The County of Orange, Sheriff-Coroner, is soliciting competitive bids through Invitation for Bid (IFB) #IFB-060-3007501-CLM for the procurement and maintenance of throw phone systems for use by the Special Operations Division during emergency response situations. The procurement encompasses the CINT Commander II crisis negotiation and tactical communications platform, satellite networking packages, 836 Tactical Video Phone systems with integrated five-camera high-resolution recording capabilities, Command Post Panel Kits, shipping and handling, and hourly repair services. The throw phones must meet stringent technical specifications including two-way communication capabilities with clear audio, rugged weather-resistant design compliant with MIL-STD-810G and IP67 standards, rechargeable batteries with minimum 12-hour operational capacity, built-in GPS tracking, recording capability, and multilingual support for English, Spanish, and Vietnamese. The winning contractor must deliver all equipment within 30 days of contract award to the County of Orange Sheriff Department Bell Facility in Tustin, California, Monday through Friday between 8:00 a.m. and 4:00 p.m., and must provide on-site installation, setup, integration with existing communications infrastructure, comprehensive training for law enforcement personnel, one-year warranty coverage, 24/7 technical support with 48-hour replacement of defective units, and maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. Electronic bids must be submitted through the County's eProcurement Portal by February 27, 2026, at 4:00 p.m., with all questions or requests for clarifications submitted through the solicitation's Question & Answer section by the deadline; bids will be evaluated based on lowest responsive, responsible bid criteria, and bid prices must remain valid for 365 days following the solicitation closing date. Bidders are required to provide current W-9 forms, Certificates of Insurance with additional insured endorsements, valid D-U-N-S numbers, and valid Unique Entity Identifier (UEI) numbers prior to contract award.

The solicitation includes preference designations for qualified Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) vendors, with a five percent deduction applied for evaluation purposes for confirmed OCLSB or DVBE certification, and an eight percent preference deduction available for dual certification, subject to a maximum allowable preference deduction of $100,000. The contract is structured as a firm fixed-fee agreement for an initial three-year term with options for renewal for two additional one-year terms subject to mutual written agreement and Board of Supervisors approval; no price increases are permitted during the first contract year, and subsequent increases require documented proof of cost increases and 30 days advance written notice. The contractor must guarantee that quoted prices are equal to or less than those offered to other local, state, or federal government entities, and the contract qualifies as a cooperative procurement that may be extended to other governmental and non-profit organizations at the contractor's option, with a 2 percent administrative rebate on total sales from subordinate contracts payable to the County. The contractor must provide a Performance Bond and Labor and Material Payment Bond, each in an amount equal to or exceeding the estimated contract value, with surety from a company authorized to conduct business in California. No specific funding source, total contract amount, or incumbent vendor information is disclosed in the solicitation documents; however, the contract amount must comply with Board of Supervisors approval thresholds, and the County reserves the right to reject any or all bids, make multiple awards, defer award for up to 180 days with price guarantees, and negotiate final contract terms with the lowest responsive and responsible bidder.
