Equipment Specification Document for County of Orange Throw Phone Procurement

This specification document outlines existing equipment details for the County of Orange, Sheriff-Coroner's Throw Phone procurement (IFB #IFB-060-3007501-CLM). The procurement includes three primary systems: the CINT Commander II crisis negotiation and tactical communications platform, a Satellite/Incident Management networking package, and the 836 Tactical Video Phone system. The CINT Commander II is a comprehensive recording and control system that simultaneously connects through landlines, cell phones, and tactical phones while automatically recording in MP3 format, maintaining incident logs, and supporting up to 50 networked computers for negotiations and tactical planning; it includes two headset ports, Bluetooth interfaces, speaker phone capability, and a five-year limited warranty with software updates. The Satellite/Incident Management Software package consists of two satellite computers (specified with minimum configurations including Intel processors at 2.0 GHz, Windows 10, 6 GB RAM expandable to 12 GB, and gigabit networking capability) and a tri-band Wi-Fi router supporting up to 3.2 Gbps data transfer rates, enabling networked communications across the organization. The 836 Tactical Video Phone is a five-camera high-resolution system featuring an integrated 8-channel H264 DVR with 2TB hard drive, 24X burner, LCD monitor, covert microphone, speakerphone, 1,000 feet of custom video cable, and portable wire spool, with complete CINT Commander System compatibility and a five-year limited warranty. Electronic bids must be submitted through the County's eProcurement Portal by February 27, 2026, at 4:00 p.m., with delivery required within 30 days of contract award to the County of Orange Sheriff Department Bell Facility in Tustin, California, and the contract is structured as a firm fixed-fee agreement for an initial three-year term with options for two additional one-year renewal terms.

The solicitation applies a lowest responsive, responsible bid evaluation criterion and includes preference designations for qualified Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) vendors, offering five percent evaluation deductions for single certification and eight percent for dual certification, with a maximum aggregate preference deduction of $100,000. Contractors must provide current W-9 forms, Certificates of Insurance with $1,000,000 per occurrence and $2,000,000 aggregate liability limits, valid D-U-N-S and UEI numbers, and Performance and Labor/Material Payment Bonds equal to the estimated contract value; bid prices must remain valid for 365 days post-solicitation closing and cannot exceed those offered to other government entities. No price increases are permitted during the first contract year, and subsequent increases require documented proof of cost increases with 30 days advance written notice. The contractor must provide 24/7 technical support with 48-hour replacement of defective units and on-site installation, setup, and training for law enforcement personnel. The contract qualifies as a cooperative procurement that may be extended to other governmental and nonprofit organizations at the contractor's option, with a 2 percent administrative rebate on subordinate contract sales payable to the County. No specific funding source, total contract amount, or incumbent vendor information is disclosed in the solicitation documents.
