About this file

This is a Performance Bond document for a contract with the County of Orange, California, requiring the principal contractor and an authorized surety company to guarantee faithful performance of contract obligations. The bond secures the contractor's commitment to complete all work according to contract specifications, covenants, and conditions within the agreed timeframe. The County of Orange, Sheriff-Coroner is procuring throw phone systems—specifically CINT Commander II crisis negotiation platforms, 836 Tactical Video Phone systems with five-camera recording, Command Post Panel Kits, and repair services—with delivery required within 30 days of contract award to the Sheriff Department Bell Facility in Tustin, California. Electronic bids must be submitted through the County's eProcurement Portal by February 27, 2026, at 4:00 p.m., and the contract is structured as a firm fixed-fee agreement for an initial three-year term with two optional one-year renewal periods subject to Board of Supervisors approval.

The performance bond must be executed with notarized surety representative signatures and must equal or exceed the estimated contract value, with the surety company authorized to conduct business in California. The bond remains valid regardless of any contract modifications, time extensions, or specification changes, and the County reserves the right to recover enforcement costs and legal fees as part of any judgment. The solicitation includes a five percent preference deduction for Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certification, with an additional three percent for dual certification, subject to a maximum $100,000 preference deduction. Contractors must provide current W-9 forms, Certificates of Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, valid D-U-N-S and Unique Entity Identifier numbers, and a Performance Bond as well as Labor and Material Payment Bond prior to contract award. No price increases are permitted during the first contract year; subsequent increases require documented proof of cost increases and 30 days advance written notice, and quoted prices must equal or be less than those offered to other government entities.
