About this opportunity
Thornbury Township in Delaware County is soliciting sealed bids for the Thornton Road Low Pressure Sewer - Phase 2 project (Contract No. 2025-03), which will be received through the PennBID Program until 11:00 AM on August 14, 2025. The project involves extending a 3-inch low pressure force main and laterals within the right-of-way of Thornton and Glen Mills Roads, with approximately 650 feet of 1-1/4-inch lateral installation. Bidders must submit proposals unconditionally and are required to include a certified check or bid bond payable to the owner for at least 10% of the total bid amount. Bid bonds must be from companies licensed to do business in the state. No bidder may withdraw their bid within 60 days after the scheduled closing time for bid receipt. The township reserves the right to waive informalities or reject any or all bids. Potential bidders can access all solicitation documents at no cost through the PennBID platform (pennbid.bonfirehub.com).
The procurement appears to have standard participation requirements without specific set-aside designations for disadvantaged enterprises. Bidders will need to comply with various documentation requirements, including prevailing wage rates, public works employment verification, and non-discrimination provisions. Attached documentation includes permit information, bid plans, contract details, and an addendum, suggesting a comprehensive bidding process. While the exact budget range is not specified in the provided documents, the project's scope indicates a municipal infrastructure improvement initiative focused on sewer system expansion. Bidders will likely need to demonstrate technical capability in municipal infrastructure construction, specifically low-pressure sewer system installation, and comply with local and state regulatory requirements for public works projects.
