About this opportunity
The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS), through the Office of Management and Enterprise Services (OMES) Central Purchasing Division, is soliciting proposals for comprehensive Youth Transitional Living Program services via competitive request for proposals (RFP EV00000894). The procurement seeks qualified service providers to deliver transitional housing and intensive recovery support services to individuals aged 18 to 24 years experiencing homelessness with concurrent mental health or substance use disorders. Key deliverables and objectives include providing immediate transitional housing, engaging participants with intensive recovery support services, coordinating connections to appropriate treatment, facilitating supported employment and education opportunities, engaging family and natural supports, and assisting individuals in obtaining permanent independent housing. Required qualifications include a minimum of 24 months of experience providing similar services, demonstrated organizational capacity in housing provision and financial management, established partnerships with local Continuums of Care and housing providers, and ability to maintain ODMHSAS-approved staff certifications. Staffing requirements mandate a minimum of one full-time case manager and one full-time peer support specialist per 25 housed participants, with individual service plans developed within 24 days of enrollment and bi-annual satisfaction surveys conducted. Evaluation will be based on best value considering the executive summary, technical response quality, pricing, and past performance. The solicitation was issued April 10, 2026, with a deadline for submitting questions by April 23, 2026, requests for administrative review by April 15, 2026, and bid responses due May 8, 2026, at 3:00 p.m. Central Standard Time. All submissions must be made exclusively through the Oklahoma Supplier Portal, with pricing remaining firm for a minimum of 120 days following the response deadline.
The resulting contract may be designated for use as a Statewide Contract under Oklahoma Statute 74 O.S. § 85.5(G)(3). Bidders must submit OMES Forms CP076 (Responding Bidder Information) and CP004 (Non-Collusion Certification) and meet all applicable statutory compliance requirements, including workers' compensation insurance certification and disclosure of boycott status regarding Israeli goods or services. Service-disabled veteran business enterprises may qualify for consideration if documentation of veteran status, at least 51 percent ownership by service-disabled veterans, and management control by service-disabled veterans are provided. No incumbent vendors or current contractors are identified in the solicitation documents. The contract will operate within Oklahoma County and requires integration with local Continuum of Care systems and coordination with community agencies for referral and discharge planning. Insurance requirements include minimum coverage of $2,000,000 for commercial general liability and automobile liability, $5,000,000 for security and privacy liability if applicable, and workers' compensation insurance. The total budget allocation for the initial contract year (Fiscal Year 2027) is $200,000, with identical funding of $200,000 allocated for each of two optional one-year renewal periods. The suggested budget allocation recommends Housing Assistance at 50 percent, Salaries and Wages at 30 percent, Travel at 10 percent, and Equipment and Supplies at 10 percent combined, with indirect costs capped at 5 percent of total allotment (or up to 12 percent for certain grant types). The contract term runs from July 1, 2026, through June 30, 2027, with two optional one-year renewal periods available subject to state performance review.
