About this opportunity
The Oregon Department of Transportation (ODOT) has issued a Request for Competitive Quotes (RFCQ) for construction services to build a durable infill wall at The Dalles Maintenance Station located at 3317 Bret Clodfelter Way, The Dalles, Oregon. This public works project seeks a single contractor to construct a weather-tight metal-framed wall with metal siding that will fully enclose the gap between existing sand and salt storage areas, preventing wind-driven snow and rain intrusion while improving worker safety and operational efficiency. The scope of work encompasses all labor, materials, transportation, equipment, and services necessary for complete project execution, including selective demolition, steel framing fabrication and installation, metal wall panel installation, trim work, and reinstallation of existing components. Deliverables include submittal approvals for door panels, hardware, fasteners, and operators; compliance with BOLI prevailing wage requirements; weekly certified payroll reports; a one-year installation warranty on workmanship; as-built drawings with utility markups; and comprehensive training of ODOT personnel on operation and maintenance of installed systems. Contractors must be licensed with the Oregon State Construction Contractors Board (CCB) prior to submission, demonstrate satisfactory past performance through three reference projects completed within the last three years of similar size and scope, and conduct a mandatory site visit to examine existing conditions. Quote responses must include the completed Offeror Information and Certifications Form and online pricing entry through OregonBuys. The voluntary pre-quote conference is scheduled for March 19, 2025, at 11:00 a.m. at the project site, with requests for clarification due no later than seven calendar days prior to the March 26, 2026, closing date. Award will be made to the responsible offeror submitting the responsive quote with the lowest total price, with substantial completion required by August 12, 2026, and final completion by September 2, 2026. Liquidated damages of $100.00 per calendar day will be assessed for delays beyond the substantial completion deadline.
This procurement carries no specific set-aside designations or restrictions on organizational types eligible to respond; however, all contractors and subcontractors must maintain current Oregon CCB licenses and comply with Oregon prevailing wage requirements for Wasco County, BOLI Region 9, with rates effective January 5, 2026, as amended February 18, 2026. No incumbent vendor or current contractor information is identified in the solicitation documents. The contractor must furnish performance and payment bonds each equal to the final contract price, maintain commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, and provide workers' compensation insurance with employer's liability coverage of not less than $500,000 per accident. Work shall be performed on weekdays between 6:00 a.m. and 6:00 p.m., excluding weekends and state holidays unless otherwise approved. The contract specifies compliance with ASTM standards for steel fabrications, including A36 steel plates, A653 G90 cold-formed sections, A572 or A913 Grade 50 wide flange beams, and A325N hot-dip galvanized bolts. The solicitation documents do not disclose a specific budgeted amount or award value range, as this is structured as a lump-sum contract with price determination upon award based on responsive quotes received.
