About this opportunity

The City of Philadelphia is requesting proposals for energy procurement and related consulting services through the Division of Energy & Climate Solutions, with proposals due October 16, 2026, at 5:00 PM Philadelphia Time and a pre-proposal meeting on September 28, 2026, at 2:00 PM. Local impact is a significant evaluation factor; the City encourages participation from certified Local Business Entities (LBEs) and Small Business Enterprise (SBE) certified firms, with respondents required to exercise Best and Good Faith Efforts to include SBEs, LBEs, or S/LBEs in their proposals under Mayor's Executive Order No. 06-25, though no mandatory participation ranges have been established.

The successful consultant must serve as the prime contractor and provide advisory services across electricity, natural gas, steam, and vehicular fuel procurement for multiple city departments and facilities. The consultant must have prior experience as prime contractor for municipalities with electricity use of at least 300,000 MWh annually, natural gas use of at least 1 million MCF annually, and vehicular fuel use of at least 3 million gallons annually. The City's own consumption is substantial: approximately 677,000 MWh electricity annually (over 1,250 accounts), 1.5 million MCF natural gas (over 550 accounts), 2.9 million gallons diesel and 3.7 million gallons gasoline annually, and 100,000 Mlbs steam annually. The consultant will report to the Division of Energy & Climate Solutions.

The contract is fixed-price, not-to-exceed, with monthly invoicing. The initial term runs April 18, 2027, through April 17, 2028, with the City holding options to extend for up to four additional one-year periods at its sole discretion. Applicants must provide detailed line-item cost breakdowns and propose firm hourly rates by education level, skill set, experience level, and job title for renewable energy and energy project consulting. Proposals must include a Tax and Regulatory Status Clearance Statement, proof of business licenses and permits, compliance certification with the 21st Century Minimum Wage and Benefits Standard, and political contribution disclosures. Submission is exclusively through eContract Philly. Evaluation criteria include superior ability to meet requirements, prior experience, quality of proposed solution, operational efficiency, local impact, and long-term cost effectiveness—cost alone is not determinative.
