About this file

This file comprises pre-proposal meeting slides for the City of Philadelphia's Request for Proposal seeking energy procurement and related consulting services administered through the Division of Energy & Climate Solutions. The City is soliciting proposals from qualified consultants to provide advisory services covering electricity, natural gas, steam, and vehicular fuel procurement across multiple city departments and facilities. The pre-proposal meeting is scheduled for September 28, 2026, at 2:00 PM, with proposals due October 16, 2026, at 5:00 PM Philadelphia Time. The initial contract term runs from April 18, 2027, through April 17, 2028, with the City retaining options to extend for up to four additional one-year periods at its sole discretion. Prospective consultants must serve as the prime contractor and demonstrate prior experience as prime contractor for municipalities with electricity consumption of at least 300,000 MWh annually, natural gas use of at least 1 million MCF annually, and vehicular fuel use of at least 3 million gallons annually.

The contract is structured on a fixed-price, not-to-exceed basis with monthly invoicing. The City's substantial consumption includes approximately 677,000 MWh electricity annually across 1,250 accounts, 1.5 million MCF natural gas across 550 accounts, 2.9 million gallons diesel and 3.7 million gallons gasoline annually, and 100,000 Mlbs steam annually. Local impact is a significant evaluation criterion, with the City encouraging participation from certified Local Business Entities (LBEs) and Small Business Enterprise (SBE) certified firms; respondents must exercise Best and Good Faith Efforts to include SBEs, LBEs, or combined S/LBEs in their proposals under Mayor's Executive Order No. 06-25, though no mandatory participation ranges are established. Applicants must provide detailed line-item cost breakdowns and firm hourly rates by education level, skill set, experience level, and job title for renewable energy and energy project consulting. Submissions are exclusively through eContract Philly. Evaluation criteria include superior ability to meet requirements, prior experience, quality of proposed solution, operational efficiency, local impact, and long-term cost effectiveness, with cost alone not being determinative.
