About this file

This is an RFP Submission Checklist for Professional Services opportunities with the City of Philadelphia in Pennsylvania. The checklist is a comprehensive tool designed to ensure applicants submit complete, accurate, and timely proposals for formal RFP opportunities at or above the established threshold. The specific RFP referenced seeks qualified consultants to provide energy procurement and related consulting services to the City of Philadelphia. The checklist confirms submission requirements including adherence to stated deadlines, alignment with the Scope of Work detailed in Section II, inclusion of a compliant Cost Proposal, and conformance to all format and content requirements specified in Section III of the RFP.

The submission process requires applicants to electronically submit proposals through eContractPhilly under the correct opportunity number with a signature from an authorized representative. Applicants must submit required documentation including the City of Philadelphia Tax and Regulatory Status and Clearance Statement (Appendix C), a Statement of Financial Capacity accompanied by financial statements or disclosure of bankruptcy filings, and all information required under Philadelphia Code Chapter 17-1400 regarding local political contributions. Optional submissions include the Local Business Entity or Local Impact Certification (Appendix D) and LGBTQ Applicant Opportunity Data (Appendix E). The checklist verifies that the applicant's registered name and Tax Identification Number on eContractPhilly match those on the application and W-9 form, and requires applicants to review the entire RFP and Contract Attachments, including Appendix A General Provisions, and to raise any objections within the proposal submission.
