About this opportunity
The Superior Court of California, County of Los Angeles is issuing a Request for Proposals (RFP #2026-002) for Americans with Disabilities Act (ADA) Web Compliance Remediation Services to ensure compliance with the Department of Justice Title II Final Rule requiring all public-facing digital content to conform to Web Content Accessibility Guidelines (WCAG) Version 2.1 Level AA by April 26, 2026. The Court seeks to remediate an estimated 1,500 to 2,000 documents, with potential for additional remediation in the future, and requires vendors to propose a phased approach with clear milestones, interim progress checkpoints, and regular status reports. Deliverables include remediating accessibility issues in PDFs, images, audio, and video content; validating remediated assets through both automated testing tools and manual review by qualified accessibility specialists; updating branded terminology across all remediated documents; and providing comprehensive documentation confirming remediation outcomes. All remediation work must be completed, validated, and accepted by April 1, 2026, with the Court providing documents to the selected vendor within one week of contract award. Vendor qualifications must include a minimum of five consecutive years of documented experience providing similar ADA web compliance services, along with required insurance coverage including workers' compensation, commercial general liability ($1 million per occurrence/$2 million aggregate), commercial automobile liability, cyber liability, and technology professional liability/errors and omissions coverage. Evaluation criteria are weighted as follows: experience on similar assignments (15%), credentials of assigned personnel (15%), quality of work plan (17%), cost (50%), and Disabled Veteran Business Enterprise status (3%). The proposal due date is February 18, 2026, with a pre-bid conference and question submission deadline posted on the Court's Online Procurement Website (Bonfire); the estimated evaluation period is February 20-27, 2026, with a notice of intent to award expected March 3, 2026, and an estimated service start date of March 13, 2026.
The Court offers a Small Business preference that increases the score by 5% of the highest-scored proposal's points for qualified small businesses, with additional interaction rules applying if a Disabled Veteran Business Enterprise incentive is also awarded. Pricing must be all-inclusive except for applicable taxes, with quotes valid for 120 days; the Court will not accept used, refurbished items, or alternate brands. No incumbent vendors or existing contractors are identified in the procurement documents, and no specific budget range or award value is disclosed. Vendors may respond to all or some line items; however, the Court may prefer to award the entire contract to a single vendor and is not bound to consider partial bids. All proposals must be submitted electronically through Bonfire prior to the specified due date, and selected contractors must complete a Third-Party Security Risk Assessment Questionnaire and execute the Court's standard business terms and conditions agreement, which incorporates the Model Agreement template establishing comprehensive contractual provisions including payment terms, confidentiality requirements, and extensive federal and state certification compliance obligations.
