About this opportunity
The Tennessee Department of Environment and Conservation seeks competitive sealed bids for historic window and door restoration services at the Tipton-Haynes State Historic Site in Johnson City, Washington County, through a one-time purchase procurement. The project encompasses restoration of approximately 26 windows (12-over-12 and 6-over-6 configurations) and 6 doors across two historic structures: the Historic Law Office and the Historic Tipton-Haynes Home, located at 2620 South Roan Street. Restoration work must include detailed assessment and documentation, careful disassembly and paint removal using natural-based strippers, wood repair and stabilization, glass and glazing restoration with linseed oil-based compounds, hardware restoration or historically accurate replacement, and professional finishing with approved paints and oil finishes, all in strict compliance with the Secretary of the Interior's Standards for rehabilitation. Qualified respondents must possess a minimum of three years' experience in historic window restoration, hold an active Tennessee Building Contractor license (BC-B sm, BC-B, or BC-C classification), provide references demonstrating prior work on historic buildings, and submit evidence of successful completion of at least three comparable contracts within the past two years. Required insurance includes Commercial General Liability of not less than $1,000,000 per occurrence, Workers' Compensation and Employer Liability insurance of $1,000,000, and Automobile Liability insurance of $1,000,000, with the State named as additional insured; additionally, a payment bond equal to 25 percent of the maximum contract liability is mandated. The mandatory pre-response conference is scheduled for March 12, 2026, at 1:00 PM Eastern Time (12:00 PM Central Time) at the project site, with written questions and clarifications due by March 16, 2026, and bid submission deadline of March 30, 2026, at 2:00 PM Central Daylight Time; prospective bidders are required to conduct on-site inspections and take exact measurements prior to submission.
No set-aside designations for disadvantaged enterprises or restrictions limiting organizational type eligibility are specified in the solicitation documents. Respondents must be registered with the State of Tennessee Supplier Portal prior to contract issuance, provide documentation of sales and use tax registration with the Tennessee Department of Revenue or evidence of exemption, and maintain a bona fide place of business for at least one year with suitable equipment and trained staff. The contract is subject to compliance with Tennessee state procurement regulations, the Iran Divestment Act, and non-discrimination requirements, with subcontracting permitted only with prior written approval from the Central Procurement Office. No incumbent vendors or existing contractors are identified in the solicitation materials, and no specific technology integration requirements are noted. The projected contract value is expected to exceed $100,000, with pricing submitted on a fixed, F.O.B. destination basis denominated in U.S. dollars only; the State is exempt from sales and use taxes, which shall not be included in bidder pricing. Award will be made as a single award to the lowest-cost responsive and responsible bidder meeting all requirements and specifications, with a thirty-day acceptance period following delivery.
