About this opportunity

The State of Florida, Department of Law Enforcement (FDLE), Criminal Justice Standards & Training Commission (CJSTC) is issuing this Invitation to Negotiate (ITN) to establish contracts for Textbook Publishing Services and Textbook Printing, Binding, and Distribution Services. The goal of this solicitation is to enhance the timeliness and quality of the three Florida Basic Recruit Training textbooks provided by the CJSTC staff. FDLE is requesting replies from qualified respondents with proven experience in providing these services. The Department reserves the right to award to a single respondent, multiple respondents, or no respondents for all or either service category, as determined to be the best value to the State. A contract will be executed for services awarded to the selected respondent(s), with no minimum guaranteed purchase of services. Other eligible users, such as Leon County and Tampa City, may issue a subsequent purchase order for the services a respondent is selected to perform. The ITN outlines the technical requirements, evaluation criteria, and negotiation procedures for the two service categories. Pricing will be negotiated separately during the negotiation phase, and the contract term will be as specified in the draft contract document.

The ITN does not specify any set-aside designations or restrictions on the types of organizations that can respond. FDLE currently uses one vendor for publishing, printing, binding, and distribution of the textbooks, but is seeking to improve quality control. There is no incumbent for the publishing services, as this is a new service category. The ITN does not provide any information on award values or budget ranges, as the pricing will be negotiated separately during the negotiation phase.
