About this opportunity

Texas Tech University's Office of Procurement Services is requesting proposals for the Texas Flood Project Weather Radar Deployment under RFP 2026-1183, with proposals due March 6, 2026 at 4:00 PM Central Time. A Historically Underutilized Business (HUB) subcontracting plan is mandatory under Texas Government Code 2161.252.

The project, authorized by Texas SB5 (2025) and executed on behalf of the National Wind Institute and the State of Texas legislature, requires procurement, installation, commissioning, and five-year maintenance of three C-band dual-polarization weather radars with 20-meter towers, equipment shelters with HVAC, uninterruptible power supplies, and complete electrical and networking infrastructure. Installation sites are approximately 20 miles south/southeast of Brownwood, 20 miles northwest/north of Fredericksburg, and 10–20 miles from Senora or Eldorado. Each radar must transmit at a minimum of 8 kW peak power with a maximum beamwidth of 1.0 degrees, output data in NetCDF format with raw/binary access, and operate as a real-time system supporting state decision-making.

The five-year contract includes two annual maintenance visits, all software updates and patches, at least 40 hours of annual remote support during business hours, and 20 hours of annual 24/7 emergency support with response within 48 hours. Proposers must provide three professional meteorological references and comply with the TTU IT Addendum, which mandates NIST 800-53 controls, 99.99% uptime availability, WCAG 2.1 Level AA accessibility, weekly vulnerability scans if connected to TTU network, annual cybersecurity training, and TX-RAMP certification. American steel is highly preferred. TTU assumes responsibility for site establishment, power and communications provision, site preparation, FCC and FAA licensing, environmental permitting, and land-use permits. A solicitation conference was held February 17, 2026 via Microsoft Teams; written questions were due February 19. Evaluation will occur March–June 2026, with award anticipated in July 2026. Addenda 1, 2, and 3 clarified specifications, timelines, and site selection; proposers must acknowledge receipt of all addenda.
