The procurement encompasses the replacement of the main terminal building's mechanical, electrical, and plumbing (MEP) systems, which range in age from 1988 to present, with this first phase focusing on purchasing and installing HVAC and electrical equipment for the central energy plant, including two 500-ton water-cooled chillers, two 500-ton cooling towers, chilled and condenser water pumping systems, new 4000-ampere electrical service with automatic transfer switch and standby generator capability, distribution panels, lighting systems, fire protection modifications, and building automation and controls integration. The successful bidder is responsible for comprehensive scope elements including value engineering, scheduling, permitting, subcontractor bidding and management, full-time construction supervision, document control, RFIs and ASI coordination, inspections, commissioning, staff training, and project closeout, all while maintaining airport operations and coordinating with other contractors to minimize disruption. Key requirements include maintaining traffic management during construction, providing temporary cooling capacity during demolition, conducting full system testing and balancing, delivering as-built drawings and operation/maintenance manuals, and complying with the 2023 Florida Building Code, NFPA standards, and local codes. A non-mandatory pre-bid conference was held on April 9, 2026, at 11:00 AM EDT, with mandatory site visits available between April 14-23, 2026, on Tuesdays through Thursdays in the secure airport area; written questions were accepted only through April 28, 2026. The contractor must demonstrate financial responsibility, relevant experience, and satisfactory completion of similar previous projects.

This is a federally funded procurement through grants from the Federal Aviation Administration (FAA) and the Florida Department of Transportation (FDOT), requiring Davis-Bacon prevailing wage rates and compliance with Buy American requirements and comprehensive FAA provisions for airport projects; no specific set-aside designations for disadvantaged enterprises are mentioned in the available documentation. A bid bond or certified check equal to 5% of the total bid must accompany each proposal, and a public construction bond equal to 100% of the contract amount is required prior to contract execution. The budgeted fund allocation for the project is $3,000,000. The contract will incorporate AIA Document A101-2017 (Standard Form of Agreement) and AIA Document A201-2017 (General Conditions), and the successful bidder must coordinate activities and schedules with Airport Operations, existing tenants, and other contractors working in the vicinity while maintaining fire protection system operation during construction and providing 36-hour advance notice of activities affecting airport operations.
