About this opportunity

The Greater Rockford Airport Authority (GRAA) has issued Request for Proposal (RFP) #25-15 for a comprehensive Terminal Audio Paging and Music System upgrade at their facility in Rock Island County, Illinois. The procurement seeks a contractor to completely redesign and enhance the airport's audio infrastructure, with specific requirements including a new head-end hardware and CPU system capable of 24/7 message and music looping, customized message storage, and integration with the terminal's phone system. Key deliverables include upgrading the entire overhead paging system, installing new speakers in the ticketing area and along the terminal's exterior canopy, creating new conduit pathways, and providing a redundant head-end system to ensure continuous operation. The evaluation criteria will assess proposals across 500 total points, with 350 points allocated to capability, 75 points for references, and 75 points for pricing. The mandatory pre-bid meeting is scheduled for June 6, 2025, at 9:00 AM CDT, with proposals due on June 20, 2025, at 10:30 AM CDT. Contractors will be evaluated based on relevant experience, work plan, labor force location, project completion timeline, material availability, and proven technical concepts.

The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The procurement requires compliance with prevailing wage standards and various legal and regulatory requirements, including non-discrimination policies, drug-free workplace regulations, and background check procedures. Contractors must provide their own lifting equipment and will be responsible for repairing any damage resulting from current equipment removal. While a specific budget range is not disclosed, the comprehensive technical requirements suggest a significant infrastructure investment. The contract will include a one-year limited warranty on labor and workmanship, and the airport emphasizes that the selection will not be based solely on the lowest price, but on the overall expertise, site applicability, and quality of previous project references. Successful bidders will need to demonstrate technical proficiency, provide comprehensive references, and show capability to fully integrate the new audio system with existing terminal infrastructure.
