About this file

This is a Request for Proposal (RFP) #25-15 issued by the Greater Rockford Airport Authority (GRAA) for a Terminal Audio Paging and Music System. The RFP seeks proposals to enhance the airport's audio systems in the terminal building, with a focus on functionality and ease of operation. The scope of work includes upgrading the entire overhead paging system with a redundancy option, providing new head-end hardware and CPU, and implementing a system that can loop messages or music 24/7 in specific areas while allowing override for announcements. Key requirements include the ability to store custom messages, integrate with the terminal phone system, provide auto-messaging for cars and baggage areas, install new speakers in the ticketing area and along the terminal canopy, create new conduit pathways, and repair any damage from equipment removal. The mandatory pre-bid meeting is scheduled for June 6, 2025, at 9:00 AM CDT, and proposals are due on June 20, 2025, at 10:30 AM CDT.

The RFP includes comprehensive evaluation criteria with a total of 500 points across categories such as capability (350 points), references (75 points), and pricing (75 points). The airport will evaluate proposals based on factors including relevant experience, work plan, labor force location, time to completion, material availability, and proven concepts. Prevailing wage is required, and contractors must comply with various legal and regulatory requirements, including non-discrimination policies, drug-free workplace regulations, and background check procedures. The contract will include a one-year limited warranty on labor and workmanship. The airport emphasizes that low price will not be the only determining factor, and they will consider the overall expertise, applicability to the site, and previous project references when selecting a contractor.
