About this opportunity

Seminole County Environmental Services Department is soliciting bids for a Term Contract for Large Meter Testing, Repair & Maintenance and Replacement through Invitation for Bid IFB-604531-23/TLR. The procurement seeks an experienced, licensed contractor to provide comprehensive services for testing, repairing, and replacing water meters 2 inches and larger within the county's utility distribution systems. Contractors must be proficient with multiple meter manufacturers, capable of handling approximately 220 work requests annually, and maintain a 24/7 customer service desk for dispatching technicians. Key qualifications include having a licensed plumber or certified contractor, ability to test 50 meters monthly, and maintaining a project manager with minimum five years of experience. The evaluation criteria will be distributed across three phases: 25 points for past performance (pass/fail), 25 points for qualifications and experience (pass/fail), and 50 points for total cost reasonableness. The non-mandatory pre-proposal meeting is scheduled for March 28, 2023, at the Southeast Regional Water Treatment Plant, with electronic bid submissions required through the county's e-procurement portal by April 5, 2023, at 2:00 pm.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The contract will be a three-year term with potential renewal for two additional one-year periods, allowing for multiple awards or partial awards at the county's discretion. Pricing will be structured in two components: Price Submittal A covers fixed fee costs per meter test and hourly labor rates, while Price Submittal B involves a percentage mark-up on parts, materials, and subcontractor costs. The contractor must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, and professional liability policies with specified minimum coverage amounts. The contract will also require compliance with FEMA requirements, including federal regulations on equal employment opportunity, immigration laws, and production of materials in the United States. While specific budget ranges are not detailed, the contract anticipates approximately 220 work requests annually, suggesting a substantial annual investment in meter maintenance and replacement services.
